We are recruiting for two separate opportunities within the same enterprise transformation program:
  • Program Change Lead – A senior leadership role responsible for leading the overall change strategy, governance, executive stakeholder engagement, and enterprise-wide change delivery across the program.
  • Change & Communications Manager – A hands-on delivery role focused on change planning, communications, stakeholder engagement, business readiness, training, Change Impact Assessments, and user adoption.

You will lead and deliver end-to-end change initiatives across a complex, multi-stream program, ensuring change strategies are embedded into project delivery and that organisational readiness, communications, stakeholder engagement, and adoption activities achieve lasting business outcomes.

Key Responsibilities
  • Lead end-to-end change management across a large enterprise transformation program.
  • Develop and execute enterprise change strategies, roadmaps, communication plans, and stakeholder engagement activities.
  • Deliver Change Impact Assessments, business readiness, training, and user adoption initiatives using Prosci / ADKAR methodologies.
  • Drive organisational readiness, benefits realisation, and successful adoption of new systems, processes, and ways of working.
  • Partner with executives, senior business leaders, project managers, and delivery teams to build alignment and manage organisational impacts.
  • Identify, assess, and mitigate change risks, stakeholder concerns, and resistance throughout the program lifecycle.
  • Integrate change management activities into project governance, delivery frameworks, transition planning, and business readiness.
  • Lead and mentor change practitioners while coordinating day-to-day change activities across multiple workstreams.
  • Measure adoption, readiness, communication effectiveness, and change success through defined metrics and continuous improvement initiatives.
  • Simplify complex business and technology changes into clear, engaging communications for diverse stakeholder groups.
About You You will bring:
  • Extensive experience leading organisational change across large-scale, complex business or technology transformation programs.
  • Recent experience delivering change for enterprise system implementation projects with multiple interdependencies.
  • Strong expertise in Prosci, ADKAR, or equivalent enterprise change management frameworks.
  • Proven ability to develop and implement change strategies that achieve business readiness, user adoption, and measurable business outcomes.
  • Strong stakeholder engagement, executive influencing, communication, and relationship management skills.
  • Experience leading Change Impact Assessments, organisational readiness, communication, training, and resistance management.
  • Demonstrated ability to integrate change management into project and program delivery methodologies.
  • Excellent facilitation, analytical, planning, organisational, and problem-solving skills.
  • Experience managing multiple priorities across large, complex, multi-stakeholder environments.
  • High levels of integrity, professionalism, and the ability to manage confidential information.
Highly Regarded
  • Experience delivering change within government, statutory authorities, or highly regulated environments.
  • Victorian Public Sector or Victorian WorkCover experience.
  • Experience supporting enterprise change governance frameworks.
  • Experience working within unionised environments or organisational operating model transformations.
  • Project or Program Management qualifications (PRINCE2, PMP, MSP, Agile or similar).
Essential Qualifications
  • Relevant tertiary qualification in Change Management, Business, Organisational Development, Human Resources, Psychology, Communications, or a related discipline.
  • Professional Change Management certification such as Prosci, ADKAR, Change Management Institute (CMI), APMG Change Management, or equivalent.
