Homelessness Australia is a national peak body representing the homelessness sector and advocating for people without homes. 

Working collaboratively with homelessness services, lived experts, governments, researchers, and our 700+ members and 5,500+ engaged supporters, Homelessness Australia is focused on driving evidence-based practice and shifting systems, attitudes and policies to strengthen Australia’s response to homelessness.

With new funding in place, Homelessness Australia is scaling a small yet high-performance team to advance their mission at pace and scale through increased advocacy, policy and practice leadership, and research capability, 

The Opportunity

Reporting to the CEO, this new role will lead sector engagement, policy development and advocacy to shape and advance Australia’s homelessness policy agenda.

Bringing together sector knowledge, lived experience, the latest research and international best practice, you will develop compelling, evidence-based policy positions, while mobilising stakeholders across government, community and academia to progress reform priorities.

The role will also lead national advocacy initiatives, coordinate major events including Homelessness Week, and build the relationships and coalitions required to strengthen the sector’s collective voice.

The Right Fit

We are seeking an influential policy leader with deep expertise in homelessness and a strong track record in advocacy and sector engagement. 

Energised by purpose-led work, you bring a sophisticated understanding of the systems that contribute to homelessness and the leadership capability to navigate complex stakeholder environments, mobilise the sector, build coalitions and drive coordinated advocacy that delivers tangible outcomes and alignment across diverse groups.

Equally important is your ability to translate evidence into compelling narratives, producing high-quality policy papers, submissions and communications tailored to government, sector and public audiences.

Essential capabilities to ensure impact include:
  • Policy Leadership & Development – Proven ability to lead policy development processes that integrate sector knowledge, lived experience, research and best practice to produce influential, evidence-based policy proposals.
  • Advocacy & Sector Mobilisation – Demonstrated experience establishing and leading advocacy campaigns, building networks and mobilising stakeholders to achieve policy outcomes and systemic change.
  • Stakeholder Engagement & Relationship Building – Highly developed relationship management skills, with the ability to build and maintain partnerships across government, homelessness and First Nations services, academia and lived experience communities.
  • Written & Strategic Communication – Exceptional writing capability, with experience producing policy papers, submissions and communications tailored to a range of audiences including government, sector and media.
  • Research & Insight Generation – Experience initiating or contributing to research that informs policy reform, including the ability to translate data and insights into actionable recommendations.
  • Leadership & Influence – Ability to lead complex processes, inspire collaboration and influence decision-makers to shift policy, systems and public understanding.
