This large Federal Government Agency is a key department of the Australian Government responsible for providing fresh thinking and sound advice to the government. The department coordinates and supports government priorities and initiatives, and it engages with various sectors to enhance public service and policy effectiveness.

About the role
There are a variety of roles to fill across different teams, including:

• Strategic Senior Business Analysts with significant experience in discovery, collaboration and engagement with senior stakeholders and a proven ability to deliver Human-Centered Design artefacts (e.g. Personas, User Journeys), process models and other supporting artefacts.
• Senior Data Business Analysts with experience in investigating corporate data requirements, designing complex data models, and mapping data flows across disparate, interconnected systems. Candidates with experience in supporting the adoption of data analytics or AI solutions will be highly regarded.
• Senior Technical Business Analysts with experience in developing detailed requirements for implementation of protected public cloud tenants/platforms and operational capability to govern and operate at scale, with a strong agile delivery focus developing the required artefacts in close consultation with technical stakeholders. Candidates with experience in delivery of Cloud solutions, Identity and Access Management solutions, M365 services and applications, SharePoint, MS Teams, OneDrive, Exchange and M365 Copilot will be highly regarded.

Candidates will be Senior Business Analysts with significant prior experience in analysis, discovery and delivery for large scale federal government project/program delivery. They will possess strong skills in stakeholder engagement, agile practices, backlog management, and delivery of high-quality artefacts in alignment with their role. They will have extensive experience in capturing and refining requirements written as Epics, Features and User Stories and managing their delivery in MS Azure DevOps (or similar).
 

Duties

• Undertake engagement and collaboration with team members, architects, engineers, business stakeholders and leadership teams to break down large, complex delivery initiatives into well-defined epics, features, user stories and delivery tasks.
• Actively identify and help to manage technical, data, and business process dependencies across multiple teams.
• Ensure overarching constraints—such as security, compliance, performance, and data governance—are embedded into team backlogs.
• Capture clear, concise and testable acceptance criteria and assist testers in the test planning and bug management activities as needed.
• Act as the bridge between technical teams and business stakeholders and translate complex technical terms into clear business requirements.
• Work closely with Change Managers to analyse how the upcoming deliverables/releases will impact operational staff, ensuring a smooth transition and adoption plan.
• Participate in business analysis forums to enable consistency of practices, tooling, and techniques across different teams and projects.

Skills & experience

• Demonstrated capability to lead complex investigations into business situations, analyse and evaluate end-to-end business processes, and design holistic enterprise solutions that balance technical feasibility with user desirability
• Extensive experience in defining, scoping, and managing requirements for large-scale, complex, or high-risk initiatives. Demonstrated ability to draft and refine requirements as epics, features and user stories and manage the delivery of the requirements within a product backlog, ideally using Azure DevOps or similar.
• Proven ability to establish trusted partner relationships with all levels of stakeholders including senior executive, negotiate outcomes, and resolve conflicting stakeholder agendas. Demonstrated ability to design, lead, and/or facilitate workshops and knowledge-sharing activities with stakeholders to ensure a positive and productive outcome.
• Comprehensive understanding of the broader organisational landscape, combined with the technical acumen to bridge the gap between business needs and technology execution. Demonstrated ability to produce high-quality artefacts using industry-standard toolsets (e.g. BPMN).

Candidates must hold a current AGSVA NV1 Security Clearance or higher.
