Position Summary
Our client, a major California investor-owned utility, is undertaking a large, multi-year, high-visibility advanced metering infrastructure (AMI) deployment across its service territory. Success depends on the timely, safe, and cost-effective installation of meters and communication network devices at scale, supported by robust field operations, logistics, and customer engagement capabilities.
The client is seeking a Procurement Sr. Advisor to manage and execute a comprehensive procurement approach for AMI Meter and Network Device Installation Contractor Services. The Sr. Advisor will support the full procurement lifecycle — from strategy development through contract award and transition to post-award execution — ensuring alignment with deployment schedules, risk tolerance, regulatory commitments, and enterprise governance requirements.
This individual will serve as Procurement's primary lead and day-to-day interface with the AMI Engineering & Technology Deployment team, numerous cross-functional stakeholders, and external advisory consultants. The role is responsible for coordinating procurement activities, enabling timely consultant performance, maintaining sourcing process integrity, and ensuring advisory work products support an RFP process that produces complete, comparable, and price-risk-transparent bidder responses aligned to contracting, governance, and transition needs. A highly organized individual is required to coordinate diverse stakeholder groups through complex commercial and technical evaluations, resolve competing inputs, and keep workstreams moving with urgency and discipline.
Key Responsibilities
- Lead and coordinate the full procurement lifecycle for AMI Meter and Network Device Installation Contractor Services, from sourcing strategy through contract award and post-award transition.
- Serve as the primary procurement point of contact for the AMI Engineering & Technology Deployment team and cross-functional stakeholders.
- Manage day-to-day engagement with external advisory consultants, ensuring timely and high-quality performance.
- Maintain the integrity of the sourcing process and ensure advisory work products are usable for RFP development and evaluation.
- Ensure bidder responses are complete, comparable, and price-risk-transparent, and align with contracting, governance, and transition requirements.
- Coordinate complex commercial and technical evaluations across multiple stakeholder groups, resolving competing inputs while maintaining schedule discipline.
- Partner with AMI Program leadership, PMO, Procurement and Supply Management leadership, Legal and contracting, Supplier Management, post-award contract management, and field/operations/customer experience/safety/logistics/IT/cybersecurity/regulatory stakeholders as applicable.
- Engage bidders and prospective suppliers through approved sourcing channels and communication protocols.
Education & Experience
- Bachelor's degree in Business, Supply Chain, Engineering, or a related field, or equivalent relevant experience.
- Significant experience in strategic sourcing/procurement, ideally within utilities, infrastructure, or large capital/technology deployment programs.
- Experience managing large-scale, multi-stakeholder RFP processes from strategy through contract award.
Knowledge & Skills
- Strong understanding of procurement lifecycle management, sourcing strategy, and contract governance.
- Ability to manage complex commercial and technical evaluations across diverse stakeholder groups.
- Excellent organizational skills with the ability to keep multiple workstreams moving under tight timelines.
- Strong communication and relationship management skills across program leadership, legal, supply management, and field operations teams.
- Experience working with external advisory consultants in a procurement or sourcing capacity.
