This role will suit an experienced Business Analyst who enjoys working across complex programmes, bringing structure to ambiguity and helping organisations make better decisions through robust analysis and clear thinking. You will be helping to shape a new entity from the ground up.
Your BA skills, and your engagement across a range of workstreams will help ensure Water Hawke's Bay (WHB) is ready to begin delivering drinking water, wastewater and stormwater services from 1 July 2027, with a focus on providing safe and reliable water services for generations to come. This is a fixed-term / contract for service role that will see you with WHB until 30 June 2027. This role is based on-site in Hastings.
Water Hawke's Bay is a council-controlled organisation (CCO) jointly owned by Hastings District, Napier City and Central Hawke's Bay District Councils, established under the Government's Local Water Done Well Reforms. WHB is governed by an independent and commercially accountable Board; this is a chance to join a high-performing team determined to get this right for the region.
As part of the transition team, you will provide analytical and problem-solving support across multiple workstreams within the Water Hawke's Bay establishment programme. Working closely with project managers, workstream leads and subject matter experts, you will help define business needs, problems, analyse information, develop recommendations and support decision-making across a range of critical initiatives. Your work will include facilitating workshops, gathering and documenting business requirements, analysing business processes and operating models, preparing business cases, and contributing to organisational readiness and change activities.
To be considered, you must have proven experience as a Business Analyst, and relate well to complex programme or project environments. You will have a demonstrated ability to engage with stakeholders, facilitate discussions, challenge assumptions, synthesise complex information and translate ideas into clear recommendations and actionable outcomes. Experience within local government, infrastructure, utilities, water services or a council-controlled organisation environment would be advantageous, however it will be your analytical capability, adaptability and ability to operate effectively in an evolving environment that will see you succeed here.
