Apply directJoin a well-established organisation within the energy sector that is advancing the development of a power generation asset in Western Australia. With the concept phase completed, the project is now progressing through a competitive process to appoint an exclusive third-party delivery partner to jointly undertake pre-feasibility and feasibility studies.
This is a sponsor-led, non-traditional delivery model where development is undertaken collaboratively with — but led by — the selected delivery partner, ultimately leading to a joint Final Investment Decision (FID). As the Project Manager – Owner’s Representative, you will act as the sponsor-side lead from pre-feasibility through to commissioning, ensuring continuity between development intent and final delivery outcomes across all phases.
Key Responsibilities Development & Programme Management
- Lead the project through pre-feasibility and feasibility, building on an established concept design and defined site strategy
- Manage scope, programme, budget, risk, and dependencies across all development workstreams
- Ensure readiness for key sponsor and board approvals
Partner Selection & Transaction
- Support a competitive partner selection process, coordinating technical and commercial inputs to transaction documentation and evaluation
- Lead the selection of a preferred delivery partner
Interface & Assurance (Post-Appointment)
- Transition into a sponsor-side interface and assurance role following partner appointment
- Maintain structured communication across pre-feasibility, feasibility, detailed design, construction, and commissioning
- Coordinate and integrate partner inputs, ensuring constructability, operability, cost, schedule, and delivery risk considerations are reflected in outcomes
- Oversee progression through key milestones including planning and environmental approvals, grid and fuel connection processes, and transaction close
Owner-Side Scope
- Lead stakeholder engagement, fuel supply arrangements, electricity marketing, and land access finalisation
- Manage electricity market obligations, including capacity mechanism processes and financial evaluation
- Ensure alignment between development assumptions, approvals, and delivery execution
Governance & Reporting
- Prepare clear, decision-ready reports and board papers translating complex technical, regulatory, and commercial matters into concise executive insights
- Provide leadership across multidisciplinary consultant teams
- Maintain strong governance discipline throughout the project lifecycle
About You Essential Experience
- Proven experience as an Owner’s Representative or sponsor-side Project Manager within mid-scale infrastructure or energy projects
- Strong exposure to pre-feasibility, feasibility, approvals, and transaction phases
- Familiarity with grid connection processes, fuel infrastructure interfaces, environmental and planning approvals, and WA regulatory frameworks
- Ability to operate across technical, regulatory, commercial, and delivery interfaces
- Strong coordination, judgement, and communication skills, with the ability to engage at board and executive level
Highly Desirable
- Experience within the Australian electricity and gas sectors, particularly in Western Australia
- Previous engagement with grid operators, electricity market authorities, and relevant government agencies
- Exposure to BOOM, BOOT, or similar third-party delivery models, including early contractor involvement and post-handover interface management
