Associate Director – Governance & Operations (NGO)

You will drive the overarching governance, operational administration, and service delivery across welfare operations to uphold organization-wide standards. Leading policy formulation and strategic IT initiatives, you will optimize service compliance, cross-departmental financial and personnel workflows, and multi-stakeholder relationships.

Responsibilities

• Oversee overall administration, service expansion, and welfare program execution in alignment with institutional goals
• Formulate, evaluate, and refine operational policies for the social services division
• Monitor service unit performance and enforce full compliance with regulatory welfare framework guidelines
• Maintain strategic communication and collaborative relationships with internal and external stakeholders
• Partner with internal teams to streamline financial planning, budget allocation, and human resources processes
• Spearhead information technology strategies and digital initiatives to enhance administrative efficiency

Requirement

• Recognized university degree or above, preferably in Accounting, Finance, or Corporate Governance; a strong background in financial management or corporate operations will be a distinct advantage
• At least 10 years of progressive management experience with proven administrative and analytical acumen
• Comprehensive knowledge of public funding mechanisms, welfare grant management, and service performance monitoring systems
• High proficiency in written and spoken English and Chinese
• Strong competency in business software applications and modern operational technology tools
• Track record of leading cross-functional teams and managing complex organizational workflows
