The Opportunity
This pivotal enterprise leadership role is responsible for stewarding the 40-year public-private partnership (PPP) framework and associated State engagement. Working closely with the government, this role will also support internal stakeholders with deed interpretation to progress transformation, commercial and sustainable growth outcomes that will modernise and improve service outcomes for Victorians.

If appointed, you will be accountable for:
- Organisation Leadership - Vision setting and leadership across a small team, fostering service culture, collaboration, accountability and high performance. Proving strategic advice to internal executive and leaders to enable project, commercial, innovation and customer outcomes.
- Government Relations and Stakeholder Engagement – Leading strategic State relationships and building trusted partnerships that align commercial, policy and operational priorities. Understanding and aligning internal stakeholder interests to strengthen commercial outcomes, risk management and customer value.
- Contract Negotiation – Providing strategic oversight of the PPP framework, ensuring contractual obligations are managed effectively while balancing commercial outcomes, partnership objectives and long-term value for both parties. Leading negotiations and resolve complex contractual matters through influence and pragmatic consultation.
- Obligation and Regulations Management - Providing enterprise leadership across regulatory, legislative and governance obligations, ensuring compliance, effective risk management. Monitoring and interpreting legislative change, guiding organisational responses and decision-making to support sustainable partnership outcomes.
