Public Sector People are partnering with Mornington Peninsula Shire Council to appoint an experienced contracts and procurement leader into a critical strategic role within their Finance and Procurement directorate.

This is not a business-as-usual position. Our client is navigating a live fuel crisis with sector-wide implications, a significant contract management redesign, and an imminent service review. They need someone who can step into complexity, bring structure, and deliver immediately.
This is a senior individual contributor role with no direct reports, reporting into the Financial Controller. The right candidate will be comfortable operating at executive level, influencing without authority, and delivering across three high-priority workstreams simultaneously.
THREE KEY WORKSTREAMS
Fuel crisis and RTCCO response [Priority]
Lead the Shire's ongoing response to the fuel crisis, working closely with the Financial Controller and Legal Counsel on levies, surcharges, and obligations under the Road Transport Contractual Chain Order (RTCCO). Our client is well advanced in this space and is supporting other councils; this role exists to absorb that workload at a senior level.
Contract management services redesign
Pick up and drive an existing redesign of the Shire's contract management function. This requires someone with hands-on experience in organisational change within a contracts environment, ready to operationalise recommendations and embed new ways of working across the business.
Service review implementation
With the Finance and Procurement Service Review recommendations due in mid-2026, this role will play a central part in shaping the contracts and procurement response, including developing policies, frameworks and training to lift capability across the organisation.

WHAT YOU WILL BRING
- Extensive experience in contracts and procurement, ideally within local, state or federal government or a similarly complex public sector environment
- Demonstrated experience contributing to or leading service reviews and translating recommendations into practical implementation
- Strong change and transformation leadership, including embedding new frameworks, policies and ways of working across an organisation
- Contractual acumen in commercial and financial contexts; exposure to fuel, transport or infrastructure contracts is advantageous
- Experience developing training programs, procurement policies and contract management frameworks
- Tertiary qualification in contract management, finance, law, business management, economics or a related discipline
- Ability to operate and influence at executive level without formal authority
