About the organisation
The Victorian Civil and Administrative Tribunal (VCAT) provides fair, efficient and affordable justice for the Victorian community. It does this by making decisions about a wide range of cases and by helping people to resolve disputes. As part of Victoria's justice system, the Tribunal operates independently of direction from executive government. VCAT’s President, Justice Ted Woodward, leads a member leadership team which comprises Heads and Deputy Heads of Divisions. They have responsibility for the leadership and management of VCAT’s 200 members. Administrative services and facilities are provided by approximately 400 staff, employed by Court Services Victoria (CSV).
About the role
Reporting to the President of VCAT on the administration of VCAT, and the CEO of CSV on other matters, the Chief Executive Officer is responsible for the management of the Tribunal's administrative services and contributing to the overall performance of VCAT. The CEO is accountable for the effective and efficient management of the Tribunal's budget and securing its funding model, sourced from CSV and multiple government departments. The role requires close engagement with senior officers of the Victorian Public Service to navigate complex negotiations while preserving VCAT's independence. Digitally enabled transformation is key to VCAT’s performance, and the CEO will ensure the delivery of VCAT’s multi year program of work as well as embed recent significant reforms.
About you
You bring senior executive experience leading complex, service focused organisations through significant operational and cultural change. You are an effective negotiator and relationship builder, able to engage credibly with senior public servants, judicial officers, government stakeholders, and community users alike. Your financial acumen extends to managing large, multi-source budgets within a complex funding environment, and you are comfortable exercising high-level delegations across legal, governance, and human resource matters. Above all, you lead with integrity and sound judgement, and you understand what it means to support VCAT while ensuring meaningful, lasting reform.
