Business Analyst (Senior & Intermediate) — Wellington

The opportunity
Join one of the most significant cross-agency technology programmes underway in the NZ public sector. We're placing two Senior BAs and one Intermediate BA into a three-year initiative connecting digital systems across 140+ government agencies, regional bodies, and councils nationwide.

These are 12-month fixed-term roles with strong extension prospects, the programme runs to three years and you'll be embedded within an experienced team from day one.

About the programme
The programme is delivering four interconnected platforms:

• A Sector Foundational Data Platform — shared data layer across a diverse agency ecosystem
• A Common Operating Picture — real-time situational awareness across agencies and regions
• Operational Decision Support Tools — structured coordination at pace
• A National Alerting System — reliable public communications at scale

Strong BA capability is central to its success. Requirements need to be clear, traceable, and built to work across a large, distributed stakeholder group.

The roles

Senior Business Analyst x2
Leading requirements definition and process analysis across multiple workstreams, you'll work with a wide range of central and local government stakeholders.

Your day-to-day will include:

• Leading requirements, process mapping, and gap analysis
• Facilitating workshops with central government, regional bodies, and partner agencies
• Producing clear BRDs, user stories, process maps, and other BA artefacts
• Maintaining traceability from business need through to signed-off requirements
• Contributing to Agile ceremonies and adoption planning
• Identifying and escalating risks as they emerge

What you'll bring

• Proven Senior BA experience on complex NZ public sector technology programmes
• Strong requirements elicitation skills — clear, structured, traceable artefacts
• Experience facilitating workshops with diverse, distributed stakeholders
• Agile delivery experience alongside structured documentation obligations
• Able to manage multiple concurrent workstreams independently

Highly desirable:

Devolved/federated governance experience | Data governance or platform programmes | NZ central or local government background | BABOK certification

Intermediate Business Analyst x1
Working alongside the Senior BAs, you'll support requirements and stakeholder engagement across a defined workstream, a great opportunity to build your public sector BA experience in a large, complex programme environment.

What you'll bring:

• 3–5 years' BA experience, ideally in the NZ public sector
• Solid grasp of requirements elicitation and documentation
• Comfortable engaging stakeholders and contributing to workshop facilitation
• Familiarity with Agile delivery environments
• Strong written communication and attention to detail

Desirable:
Central or local government experience | Technology/systems delivery exposure | BABOK foundation or equivalent
