About the Role:

Our Government client is seeking a Senior Project Manager – Finance Specialist.
This is a long-term contract role based in Canberra, ACT.

As the selected candidate, you will:

• Lead the planning, development, governance, and delivery of future state finance processes for a major procurement and finance transformation program.
• Develop and manage project plans aligned to broader program objectives and delivery schedules.
• Lead a multidisciplinary team of finance, business, and project specialists to define future state finance operating models and system landscapes.
• Ensure finance documentation is complete, accurate, and compliant with legislative, policy, accounting, and operational requirements.
• Oversee quality assurance, governance, and review processes across finance transformation deliverables.
• Engage with stakeholders and agencies to drive consistent and sustainable finance capability outcomes.
• Manage project interdependencies, reporting, risks, and governance in a highly regulated government environment.
• Directly supervise and mentor up to seven staff members.

To be successful in this role you should have:

• Demonstrated experience delivering at least two finance transformation projects within a Government environment.
• Degree qualification in IT, Engineering, Accounting, Science, or a related discipline.
• PRINCE2 Practitioner certification with a strong understanding of Managing Successful Programmes (MSP).
• Proven ability to develop integrated project management plans and manage scope, schedules, milestones, deliverables, governance, and reporting.
• Extensive experience delivering complex projects in highly governed environments.
• Advanced knowledge of Government finance capability models, frameworks, value streams, and accounting standards.
• Strong understanding of Australian Accounting Standards and public sector financial management requirements.
• Expertise in budgeting, forecasting, appropriations, funding management, and financial reporting.
• Demonstrated experience across finance value streams including:
  • Record-to-Report
  • Procure-to-Pay
  • Budget-to-Report
  • Order-to-Cash
  • Acquire-to-Retire
• Experience defining future state business processes, finance controls, master data governance, and finance system requirements.
• Excellent stakeholder engagement, workshop facilitation, negotiation, and consultation skills.
• Strong leadership capability with experience managing multidisciplinary teams.

It is desirable if you have:

• Knowledge of Government directorate and agency structures and financial processes.
• Understanding of architecture concepts including event-driven architecture, enterprise integration, publish/subscribe models, API design, and API gateways.
• Experience working within large-scale government digital transformation programs.
