Complex Procurement Officer – EL 1
 

• Labour hire contract until July 2027 with scope for a 12 month extension
• Minimum Negative Vetting 1 clearance
• Barton, ACT location (primarily office based)

 
Overview
Our Federal Government client is seeking a Complex Procurement Specialist at the EL 1 level to Lead and deliver complex, end‑to‑end procurements in full compliance with the PGPA Act, CPRs, procurement‑connected policies and internal frameworks.
 
Duties and Responsibilities       

• Plan, manage and execute the full procurement lifecycle including market research, documentation, evaluations, negotiations and contract award
• Provide expert procurement and contract management advice to internal clients and stakeholders, ensuring alignment with the Commonwealth Procurement Framework
• Administer tender processes through AusTender with strong technical knowledge
• Manage supplier and external stakeholder relationships, including handling enquiries, disputes, variations, risks and negotiations
• Monitor and manage contracts, including extensions, renewals and contract close‑out
• Prepare and manage simple and complex government contracts, including Memorandum and Understanding
• Conduct procurement risk assessment, mitigation and ongoing risk management
• Undertake procurement reporting requirements and maintain compliance documentation

 
Skills & Experience

• Sound understanding of the Public Governance, Performance and Accountability Act 2013 and the Commonwealth Procurement Rules (CPRs)
• Demonstrated minimum of five years’ experience delivering end‑to‑end complex government procurements in accordance with relevant legislation, policies and procedures
• Proven contract management capability, including experience using the Commonwealth Contracting Suite (CCS)
• Ability to analyse suppliers, markets, products and service categories to inform procurement planning and decision‑making
• Relevant qualifications in Procurement and/or Contract Management, ideally with a focus on government procurement
