About the organisation

The Building and Plumbing Commission (BPC) is Victoria's regulator for the building and plumbing industries. The Commission brings together the Victorian Building Authority (VBA) Domestic Building Dispute Resolution Victoria (DBDRV) and the Domestic Building Insurance (DBI) function of the Victorian Managed Insurance Authority (VMIA).

For the first time, regulation, dispute resolution and domestic building insurance are handled by one agency. This will deliver a clearer view of the entire building process, in order to protect consumers, support industry, and make the system easier to navigate. The merger presents a unique opportunity to make a fundamental difference in the streamlining of functions and the maturing of its operating model. This occurs alongside modernisation of systems, data and technology that support its regulatory responsibilities. Technology, digital and data capabilities including AI, are central to this next phase of organisational development. 


About the role

Reporting to the Chief Corporate Services Officer and Chief Finance Officer, the Director, Technology Strategy and Reform will provide executive leadership of BPC's technology, digital and data agenda. In this newly created executive position, the Director will play a key role in shaping the capabilities, governance and investment priorities required to support BPC’s ongoing integration and future operating model.

Leading a significant portfolio of reform and major technology investment decisions, the Director will establish a clear and consistent approach to technology governance, architecture, investment and delivery, ensuring decisions are aligned to organisational priorities and effectively employ resources. Key initiatives in the multi-year reform program include replacement of corporate systems, continued expansion of the Salesforce enterprise platform, cyber security uplift, and improvements to data governance and reporting capability. 

Critical to success will be working in partnership with the Executive Leadership Team, business leaders and the Transformation Office to ensure technology, data and digital initiatives effectively support broader organisational reform objectives.


About you

You are a senior technology executive with extensive experience leading significant technology, digital and business reform in complex organisations. Ideally, your experience has been gained in government, regulation or other highly governed environments, where you have shaped technology strategy, overseen major investment programs and delivered organisational change at scale. You have led complex enterprise technology initiatives, strengthened cyber security and data governance, and delivered contemporary digital platforms and capabilities that enable organisational performance and reform.

You have a thorough understanding of how technology investment enables organisational priorities and can communicate complex matters into clear, practical advice for executive and senior stakeholders. This enables you to balance long-term strategic reform with operational performance, risk management and service continuity. You bring sound judgement, strategic insight and a pragmatic approach to decision-making, enabling you to navigate complexity, build consensus and maintain momentum through periods of significant organisational change. Equally comfortable working with executives, governance committees, business leaders and technical specialists, you are skilled at bringing together diverse perspectives to achieve shared outcomes.

A credible and collaborative leader, you build strong relationships and work effectively across organisational boundaries. You recognise technology as a key enabler of organisational performance and reform and are motivated by the opportunity to help shape a modern regulator that protects consumers, supports industry and delivers better outcomes for the Victorian community.
