About the Role
We are seeking a highly experienced Sourcing Specialist to provide expert commercial, procurement, and negotiation support across a complex multidisciplinary program.
Acting as a trusted advisor, you will apply your expertise across a range of technology, digital, and services categories to shape sourcing strategies, support market engagements, and guide procurement activities from planning through to contract finalisation.
This role requires a commercially astute professional who can confidently lead procurement activities, develop negotiation strategies, provide high-level advice to executive stakeholders, and ensure sourcing outcomes align with strategic objectives while delivering value for money.
 
Role Responsibilities
  • Support the development of high-quality Request for Tender (RFT) documentation aligned with government procurement frameworks and policy requirements.
  • Develop and deliver industry briefing materials and facilitate market engagement activities.
  • Design and prepare evaluation artefacts, including Tender Evaluation Plans, evaluation criteria, scoring methodologies, and assessment templates.
  • Facilitate and participate in supplier evaluations, ensuring consistency, probity, and compliance throughout the process.
  • Provide specialist commercial and procurement advice to support robust evaluation and sourcing decisions.
  • Develop negotiation strategies, directives, and supporting documentation to guide complex commercial negotiations.
  • Lead and participate in supplier negotiations with a focus on pricing, commercial models, managed services, and contractual outcomes.
  • Conduct commercial analysis to ensure value-for-money outcomes are achieved.
  • Provide strategic procurement and sourcing advice across the full procurement lifecycle.
  • Mentor and support internal teams through coaching, knowledge sharing, and procurement best-practice guidance.
  • Prepare detailed reports documenting evaluation outcomes, negotiation activities, and procurement recommendations.
  • Engage with business stakeholders, technical teams, executives, suppliers, legal advisors, and probity specialists.
  • Prepare and present briefings, recommendations, and procurement updates to senior executives and governance forums.
  • Support contract transition activities and provide post-award advisory services to assist with successful implementation and delivery.
 
What You Will Bring
Essential Experience and Skills
  • Extensive experience delivering large and complex technology and services sourcing programs.
  • Demonstrated experience in outcomes-based sourcing, including the development of service frameworks, sourcing strategies, requirements, and procurement documentation.
  • Strong commercial, procurement, and negotiation expertise with the ability to lead complex sourcing initiatives.
  • Exceptional written and verbal communication skills, with experience preparing executive-level reports, procurement documentation, and recommendations.
  • Strong analytical and problem-solving capabilities, with the ability to identify opportunities to improve procurement and sourcing outcomes.
  • Proven ability to work effectively in fast-paced and high-pressure environments while maintaining quality and attention to detail.
  • Strong stakeholder engagement skills with the ability to influence and build trusted relationships across diverse stakeholder groups.
  • Demonstrated experience mentoring teams and supporting capability uplift initiatives.
  • Commitment to achieving value-for-money outcomes and strategic procurement objectives.
Highly Desirable Experience
  • Experience delivering major procurement and sourcing programs within a government environment.
  • Knowledge of ICT, digital, technology-enabled services, cloud services, and managed services procurements.
  • Experience working with panel arrangements, whole-of-government procurements, and complex service contracts.
  • Strong understanding of public sector procurement frameworks, governance requirements, and probity obligations.
  • Experience providing commercial and procurement advice to executive leaders and governance bodies.
  • Proven success leading supplier negotiations and contract finalisation for high-value or high-risk procurements.
  • Experience driving procurement capability development through mentoring, coaching, and knowledge-sharing initiatives.
