This is a crucial transition and set-up role. If you consider yourself at home in procurement planning, supplier and contract management and you enjoy stakeholder engagement and relationship management this will be a great new challenge. You will be responsible for establishing the procurement and commercial arrangements that are required for Water Hawke’s Bay to commence operations on Day 1.
Water Hawke’s Bay is a council-controlled organisation (CCO) jointly owned by Hastings District, Napier City and Central Hawke’s Bay district councils, established under the Government’s Local Water Done Well Reforms. WHB is governed by an independent and commercially accountable Board; this is a chance to join a high performing team determined to get this right for the region.
This transition team will ensure that Water Hawke’s Bay is ready to begin delivering drinking water, wastewater, and stormwater services from 1 July 2027 with a focus on providing safe and reliable water services for generations to come. In this role, you will ensure the services are transferred to WHB with minimal disruption to customers and the communities. This is a fixed term role until June 2027.
This role will develop the organisation’s procurement framework, coordinate the transition of fleet, supplier and contract arrangements from participating councils, provide procurement advice across the establishment programme and establish office and related facilities for WHB. Building on existing council procurement practices wherever appropriate, the role will establish procurement processes that support a new regional water services organisation while reflecting good public sector procurement practice.
To succeed in this role, you will bring senior level procurement expertise. Public sector procurement strategy, policy and process development, and end to end procurement and supplier management and commercial contract management are key experience sets required here. Experience working with procurement governance and delegated authority frameworks aligned to local government, infrastructure or regulated utility environments will be highly regarded and help ensure you hit the ground running here.
