Introduction / Context
Monroe Consulting Group, an Executive Recruitment firm, is partnering with an organisation in the Industrial industry to hire a Chief Operating Officer. This opportunity is based in Malaysia.
Position Overview
The role is responsible for setting operational direction, overseeing project execution, and ensuring efficient property development and management processes.
It plays a pivotal role in driving organisational performance, operational excellence, and long-term business growth.
Key Responsibilities
  1. Policies and Procedures
    · Formulate and update operational policies and procedures.
    · Develop overall project planning, product design, implementation, contract administration, land administration and property management strategies and take appropriate measures to obtain timely approval of various submissions to approving authorities, effective and consistent supervision of projects implementation and property management activities.
    · Conduct analysis of project and administration reports and take appropriate measures to approve/recommend changes.
  2. Product Development, Planning and Land Administration
    · Coordination with land surveyors on engineering and title survey.
    · Conversion and title survey submission and approval of qualified and final titles.
    · Co-ordination with consultants on layout plans and building plan submission and approval.
    · Preparation of design brief to Consultant/Architect to facilitate preparation of design proposal.
    · Monitoring detail design development process until tender documentation stage and ensure timely submission of layout and building plans to local authorities.
    · Analyse and recommends product alternatives with optimum results.
  3. Project Management
    · Scrutinize contract documents and initiates project implementation work plan and programs in line with the Company's overall business strategies.
    · Manage project implementation budget and takes appropriate measures to contain cost.
    · Coordinate progress monitoring and takes appropriate measures to prevent deviations.
    · Conduct periodical quality control audit.
    · Lead periodic quality checks on site to ensure good quality control.
    · Manage and supervise contracts administration and cost control.
  4. Property Management
    · Establish and maintain property management systems.
    · Initiate appropriate preventive measures to reduce cost due to untreated problems.
    · Manage all resources and take effective measure to prevent unnecessary expenditures.
    · Conduct continuous analysis of property management and take appropriate measures to approve/recommend.
    · Take appropriate measures to approve/recommend changes.
    · Establish community relations with resident's schools, police and local council.
  5. Liaison
    · Liaise with the authorities to expedite approval for implementation of projects.
    · Conduct periodical meeting, briefing and information sharing session with the appropriate authorities to obtain positive response and overcome challenge.
    · Conduct appropriate community liaison activities to gain understanding and building and rapport.
    · Continuous follow ups and rapport with top management of government agencies and local authorities for speedy approvals.
  6. Quality, Safety, Health & Environment/Others
    · Participate in the conceptual development of quality projects.
    · Lead the subordinate in implementation of quality system at workplace.
    · Enforce quality standards and initiate immediate corrective action to remedy deviations in work process.
    · Give directions on preventive actions for future developments.
    · Ensure that the SHE Plan is communicated to all levels of personnel and contractors in the project organization.
    · Ensure that all the programs drawn up in the SHE Plan are being correctly implemented.
    · Ensure that all works carried out adhere to safe work procedures and in accordance to legislative requirement.
    · Organize and chair the Safety and Health Committee (Project) and ensure regular meetings of the committee to address all matters related to safety and health at the project site.
    · Ensure that planned safety and health inspections and audits are being carried out and deficiencies observed being addressed to rectify the situation.
    · Ensure that the project site are adequately equipped with necessary incident and fire emergency equipment should the need arises, and Emergency Response Plan are in place to mitigate any emergency situation arises at the project site.
    · Perform any other related duties as instructed by immediate superior.
Key Requirements
Qualifications & Experience
  • Degree in Civil Engineering or other accredited discipline with at least 15 years working experience inclusive of 5 years in managerial position
  • Experience in project management in property development for medium to large township
  • Experience in managing contracts
