IT Procurement Lead, APAC (Greenfield Build-Out)

Client Introduction
Our client is a leading international banking and financial services institution with an established regional footprint across Asia Pacific. As part of a long-term strategic agenda to strengthen regional capabilities, they are establishing a new Regional IT Procurement function based in Singapore and are seeking a senior procurement professional to anchor and shape this capability from the ground up.
 
Job Responsibilities

• Build out the regional IT procurement capability, including defining ways of working, templates, governance routines, and end-to-end sourcing processes in a greenfield environment.
• Personally lead complex, high-value sourcing initiatives across software (SaaS and on-premise), infrastructure (cloud and on-prem), and IT services, partnering closely with business and technology stakeholders.
• Drive commercial negotiations with major banking technology vendors (e.g. core banking, trading, treasury, and enterprise software providers), covering pricing, licensing, SLAs, and renewals.
• Run the full RFx lifecycle - from market scan and RFI/RFP design through to vendor evaluation, due diligence, and award.
• Identify and deliver cost-saving opportunities through spend analytics, vendor consolidation, and supplier rationalisation across IT categories.
• Define a standardised IT product and services catalogue in partnership with technology teams to reduce total cost of ownership.
• Manage the contract lifecycle in collaboration with Legal, Risk, and Compliance, ensuring adherence to regional regulatory requirements.
• Establish vendor performance management routines covering KPIs, SLAs, and service governance.
• Act as a trusted advisor to senior stakeholders across IT, Finance, Legal, Risk, and country offices on procurement strategy and commercial structuring.

Job Requirements

• Minimum 12 years of IT procurement experience, with a strong preference for candidates from the banking or broader financial services sector.
• Demonstrated experience setting up procurement frameworks, processes, and governance structures from scratch in a regional or greenfield context.
• Hands-on sourcing track record in current or most recent role - this is a senior individual contributor position in a lean team, not a delegation-heavy management role.
• Deep familiarity with the banking technology vendor landscape, including commercial models, licensing structures, and renewal dynamics of major suppliers such as Oracle, Murex, and similar enterprise platforms.
• Strong commercial and negotiation capability across multi-million-dollar contracts.
• Sound understanding of Asia Pacific procurement-related regulations, third-party risk, and compliance requirements.
• Strong skills in spend analytics, supplier performance management, and contract lifecycle management.
