Civil Estimator – Underground Utilities
About the Role
We are seeking an experienced Civil Estimator to join a specialist civil construction contractor delivering underground utility, pipeline, and infrastructure projects across Australia. The successful candidate will play a key role in preparing competitive tenders and cost estimates for projects involving excavation, trenching, earthworks, utility installations, and associated civil works.
Working closely with project managers, engineers, subcontractors, and suppliers, you will be responsible for accurately pricing projects from concept through to tender submission and project handover.

About the Role
We are seeking an experienced Civil Estimator to join a specialist civil construction contractor delivering underground utility, pipeline, and infrastructure projects across Australia. The successful candidate will play a key role in preparing competitive tenders and cost estimates for projects involving excavation, trenching, earthworks, utility installations, and associated civil works.
Working closely with project managers, engineers, subcontractors, and suppliers, you will be responsible for accurately pricing projects from concept through to tender submission and project handover.
Key Responsibilities
- Prepare detailed estimates and tender submissions for underground utility and civil infrastructure projects.
- Review engineering drawings, specifications, schedules, and contract documentation.
- Complete quantity take-offs for excavation, trenching, earthworks, pipe laying, backfilling, reinstatement, and associated civil works.
- Obtain and assess supplier and subcontractor quotations.
- Develop construction methodologies and pricing strategies for tender submissions.
- Assess project risks, site constraints, latent conditions, and commercial opportunities.
- Price works associated with water, sewer, stormwater, gas, communications, and electrical utility installations.
- Liaise with clients, consultants, authorities, and internal delivery teams throughout the tender process.
- Support project handovers by providing detailed estimate breakdowns and scope clarifications.
- Maintain estimating databases, production rates, and cost benchmarks.
- Previous experience estimating civil construction or underground utility projects.
- Strong knowledge of trenching, excavation, earthworks, shoring, dewatering, pipe installation, and civil reinstatement works.
- Experience pricing water, sewer, stormwater, gas, electrical, or communications infrastructure projects.
- Ability to interpret civil drawings, utility plans, service investigations, and technical specifications.
- Understanding of Australian standards, utility authority requirements, and construction contracts.
- Strong commercial acumen with the ability to identify risks and opportunities during tender reviews.
- Proficiency with Expert estimating software and Microsoft Office Suite.
- Excellent communication and stakeholder management skills.
