IT Infrastructure Delivery Manager (Global)

We are looking for an IT Infrastructure Delivery Manager to join our consulting team in Singapore and take the lead on a global infrastructure transformation for one of our clients.

THE CLIENT

A global technology and healthcare group headquartered in Japan, operating manufacturing, distribution and commercial functions across Asia, EMEA and the Americas. The programme sits in the largest of its divisions.

The division IT function is being globalised. Infrastructure and service operations currently sit inside local country offices, which makes the support model fragmented and capability uneven across regions. A newly created global mandate is consolidating that into a single operating model with regional leads, aligned to group digital standards.

WHAT YOU WILL DO

You will lead the planning, governance and delivery of enterprise infrastructure initiatives across the division, and act as the infrastructure subject matter expert for that division inside the wider group programmes.

The role connects group digital, regional and country IT teams, vendors, cybersecurity and business stakeholders, to drive infrastructure transformation, technical debt reduction and operational excellence. Seventy percent of the mandate is infrastructure project and programme management, thirty percent is solution architecture.

In practice this is a delivery role with real technical substance behind it. You need to be technically credible enough to design, review and challenge, but the emphasis is on making sure the work lands across teams that do not report to you. Three global programmes run concurrently, covering secure network access, service management and service desk, and end user modernisation and management, and a large part of the job is deploying those solutions inside the division.

KEY RESPONSIBILITIES

1. Infrastructure project and programme management (70 percent)

• Lead infrastructure projects across cloud, network, data centre, workplace and cybersecurity domains.
• Coordinate internal teams, vendors, group digital and business stakeholders throughout project execution.
• Manage project plans, milestones, deliverables, dependencies, resources, risks and critical path activities.
• Track division specific activities within the global programmes, including SASE and SSE, data centre and cloud migrations, cybersecurity remediation and infrastructure modernisation.
• Partner with the global programme managers, analyse the impact of each initiative on the division and its entities, and drive local implementation through to completion.
• Run governance and steering reviews, providing clear status, risk and executive reporting.
• Manage issues, dependencies, decisions and escalations proactively rather than reactively.
• Maintain complete, current and auditable project documentation and deliverables.

2. Solution architecture and infrastructure modernisation (30 percent)

• Act as the infrastructure subject matter expert across Azure, AWS, data centres and colocation, networking, SD-WAN, SASE and SSE, internet connectivity, servers, storage, virtualisation, Active Directory and Entra ID, Microsoft 365, backup and disaster recovery.
• Develop High Level Design and Low Level Design documentation aligned to global standards.
• Review infrastructure designs from vendors, delivery partners and internal teams, and translate approved designs into practical implementation and transition plans.
• Act as the solution consultant to country teams facing infrastructure and business process problems locally, particularly at manufacturing sites.
• Drive infrastructure modernisation, technical debt reduction, vulnerability remediation and infrastructure risk reduction.
• Partner with group digital and regional IT teams to standardise infrastructure platforms and improve operational maturity.

3. Cybersecurity and asset governance

• Tighten and embed existing cybersecurity processes across the estate, working alongside the security function.
• Establish governance and ownership for IT asset inventory, where asset information currently sits in local spreadsheets across the regions, ahead of a move onto ServiceNow.

REQUIRED QUALIFICATIONS

Experience

• 10 or more years of IT infrastructure experience.
• 5 or more years in a solution or technical architecture capacity.
• 5 or more years of infrastructure project management experience.
• A track record of leading global infrastructure initiatives inside matrixed, multi country organisations.

Technical

• Infrastructure: Azure, AWS, VMware, Windows and Linux Server, Active Directory and Entra ID, Microsoft 365, LAN, WAN, SD-WAN, SASE and SSE, and firewalls.
• Workplace computing and PC management, in particular Microsoft Intune, and familiarity with the concepts behind Autopilot, Autopatch and Windows Hello.
• Cloud concepts, clustering and high availability configurations.
• Networking, including Layer 2 and Layer 3 switches and wireless controllers.
• Project management: project planning and delivery, resource planning, risk management, vendor management and stakeholder management.
• Architecture and governance: enterprise architecture principles, security by design, technical governance, and infrastructure standards and lifecycle management.

Education and certifications

• Bachelor degree in Information Technology, Computer Science, Engineering or a related discipline.
• Azure or AWS certification is expected. Certified practitioner level is sufficient, architect level certification is not required.
• Preferred: Project Management Professional (PMP), Microsoft Certified Azure Solutions Architect Expert, AWS Certified Solutions Architect at Associate or Professional level.

IDEAL CANDIDATE PROFILE

• A hands on infrastructure professional with strong project delivery capability, credible in the technical detail without needing to be the deepest engineer in the room.
• Able to simplify complex technical initiatives for local and regional IT teams.
• Dynamic and proactive, comfortable in ambiguous situations, and able to work things out rather than wait for direction.
• A strong coordinator who aligns multiple stakeholders and drives execution without unnecessary friction.
• Consultative rather than top down. Many of the regional teams are long serving, and this role succeeds by bringing people along rather than by issuing instructions.
• An effective communicator who can influence technical and non technical audiences across cultures and time zones.

FIRST PRIORITIES

• Establish governance and ownership for the IT asset inventory.
• Coordinate division activities within the global infrastructure programmes.
• Drive technical debt reduction and infrastructure modernisation.
• Improve visibility and execution across the infrastructure project portfolio.
