Summary of Responsibilities
The Project Controls Director is accountable for the leadership, integration and delivery of all project controls activities across a major capital program of approximately $2bn. The role provides end-to-end oversight of cost, planning, risk, change and performance management, ensuring that the program is delivered with robust control, transparency and predictability.
The Project Controls Director will lead a multidisciplinary project controls organization, incorporating cost management, scheduling, risk management, estimating, and cost control. This includes both a program-facing delivery function, providing direct support to the project(s), and a standards and governance function, responsible for defining, maintaining and continuously improving project controls processes, tools and assurance frameworks.
Operating within a complex, high-value, regulated infrastructure environment, the role will work as a core member of the Program Leadership Team, providing independent insight, challenge and assurance on program performance, forecast outcomes and key delivery risks. The Project Controls Director will ensure effective integration between cost, schedule, risk and change, enabling informed decision-making at program and executive level.
The role has primary accountability for Project Controls delivery across the US program, while also ensuring full alignment with Urenco’s global standards, systems and governance requirements. Acting as a key link into the wider “One Urenco” project delivery community, the Project Controls Director will drive consistency of approach, leverage best practice from across the organization, and contribute to the development and continuous improvement of global project controls capability.

In addition, the role will ensure that project controls outputs support key governance processes, including stage gates, investment approvals and executive reporting, providing confidence that program delivery remains aligned with approved cost, schedule and risk parameters.

Education and Experience
Minimum Qualifications
- Must have a bachelor’s degree in a relevant discipline and possess a project management, or project controls qualification/accreditation such as APM, PMI, AACE, or equivalent.
- Minimum of A minimum of 5 years managing and leading a project controls function.
- 10 or more years’ experience managing multi-cultural teams.
- Demonstrated relevant operational experience managing across the entire project lifecycle, from concept development to hand-over.
- Experience in one or more of the following are preferred; Nuclear industry, major energy infrastructure, LNG, petrochemicals, chemicals, defense, utilities, transportation, high-hazard industrial environment.
- 10 or more years managing and leading a project controls function.
- 5 years’ of demonstrated experience leading and developing organizational strategies.
- Work Location: Eunice, NM - Hybrid 75/25
- Work Schedule: 9/80 professional work schedule, some nights/weekends may be required
- Travel Required: 20% of the time or less as required
- Security Clearance Requirement: CAA Access and a L or Q level security clearance.
- Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.
- Work Environment: Radiological exposure expectations of < 100 mrem/yr. General Office, Plant Production Areas. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets etc.
Project Controls
- Accountable for alignment between the business objectives and project controls on large capital projects utilizing a supply chain delivery model.
- Implement a project controls framework that protects the $2B+ investment both with near term performance information and long term detailed analysis/ projections over a 10 year project deliver timescale.
- Accountable for the project standards framework specific to the US and in alignment with the global function.
- Accountable for the alignment between contractual requirements and project controls.
- Contribution to the direction in the development and evolution of standards strategies to deliver against Urenco objectives across the portfolio of projects globally.
- Maintain an overview of subject matter experts skills and competencies and provide development of project support resources both contract and staff.

- Accountable for the development and implementation of a competency model, training and development plan, and certification for project personnel at the US.
- Proactively identify Business Unit resource needs and ensure the Project Support is managed and reported to local management and IPD (formerly Group Projects).
- Build relationships with key personnel within Urenco Business Units. (in particular site Engineering and Project Managers).
- Monitor Business Unit satisfaction and ensuring a high level of customer service internally.
- Accountable for the quality and supply of competent resources supplied both staff and contractors.
- Accountable for role modelling across project control roles.
- Accountable for talent development within their team utilizing both internal and external resources.
- Encourage and drive a ‘can-do’ attitude within project system personnel.
- Establish and maintain program-wide cost management, forecasting, and financial reporting processes.
- Provide oversight of budget performance, cost assurance, and investment reporting to ensure effective stewardship of program funds.
- Manage program contingency and reserve strategies to support successful project delivery.
- Independently evaluate cost forecasts, change requests, and contractor claims to protect program value.
- Accountable for the integration with other project functions throughout the Urenco Group.
- Ensure Urenco’s commercial position is robustly protected through the application of industry best practice in the delivery of Project Controls.
- Facilitate the development and prepare decision ready information for Project Team and Urenco Executives to enable project success.
- Actively promote a pro-active safety culture, and be a role model, throughout the project lifecycle and across the group.
