  • Lead finance, capital and procurement across a $2B+ enterprise

About the organisation

Western Health is one of Victoria’s largest and fastest growing health services, serving a population of over one million people across Melbourne’s west. The organisation operates across the full continuum of care—primary, community, acute, prison and mental health—and employs more than 13,000 staff. The organisation is in a period of significant transformation and growth, underpinned by a clear strategic direction focused on service innovation, system integration and sustainable delivery in a constrained funding environment. This growth is exemplified by a once-in-a-generation infrastructure pipeline of projects, including the recent opening of the $1.5bn Footscray Hospital and further major developments underway at Melton & Point Cook, positioning Western Health at the centre of healthcare expansion in Victoria’s west.

About the role

Reporting to the Chief Executive Officer and working within a high-performing executive team, the Chief Financial & Value Officer plays a pivotal role in shaping organisational performance, strategy and long-term sustainability. This appointment represents a key leadership inflection point, following the retirement of a long-standing CFO and forming part of a broader executive renewal and capability uplift across the organisation. The CFVO will lead an overall team of more than 100 people (3 Direct Reports) across an enterprise-wide portfolio spanning finance, capital development, financial sustainability and procurement with responsibility for financial strategy, funding performance, major infrastructure investment and governance. The role carries executive sponsorship of the Finance and Audit Board sub-committees and provides authoritative guidance to the CEO and Board on funding models, activity-based funding performance, financial risk and long-term sustainability. The role extends beyond the organisation through active engagement with government, funding frameworks and system-level reform, ensuring Western Health remains well positioned in a complex and evolving healthcare environment.

About you

You are an accomplished executive finance leader with deep financial and procurement expertise and a track record in operationally complex, regulated environments. While experience in the health sector is advantageous, we are equally interested in leaders from large-scale service delivery, infrastructure, government or similarly complex organisations. You bring strong strategic capability, commercial acumen and the ability to influence at Executive and Board level. A collaborative and pragmatic leader, you build high-performing teams and align financial strategy to organisational and operational outcomes. You are comfortable operating across finance, capital and procurement, and are as capable at the Board table as you are working alongside clinical and operational leaders, supporting the delivery of Best Care for the people of the west. This role will suit a leader motivated by both enterprise-scale challenge and purpose—someone who can navigate complexity, shape systems and deliver sustainable outcomes that ultimately impact community health and wellbeing. CA/CPA qualification and relevant tertiary credentials are essential.
