Our client is a state government organisation delivering a major transport infrastructure initiative as part of a significant rail improvement program. The Roma Street Station Surface Integration (RSSSI) Project will deliver critical upgrades to a key interchange for South East Queensland rail services and the regional passenger network, supporting future operational requirements and improved accessibility.
About the Role
Our client is seeking an experienced Commercial Manager to lead the commercial, procurement, contractual and cost management functions across the Development Phase and into delivery readiness. Reporting to the Project Director, you will play a key leadership role as part of the RSSSI Leadership Team, ensuring the project is positioned for safe, integrated and successful delivery aligned to time, cost, quality and stakeholder expectations.
Key Responsibilities:
- Provide strategic leadership across the commercial workstream, ensuring readiness for procurement and delivery
- Lead development of the Procurement Plan to support PAF Gate 4 approvals and governance requirements
- Manage pre-contract activities including procurement strategy, commercial framework, contract model and documentation
- Work closely with legal stakeholders to develop construction contracts and associated agreements aligned to project objectives and risk allocation principles
- Lead development of the Delivery Stage Project Agreement and manage variations to key stakeholder agreements, including with Queensland Rail
- Coordinate commercial interfaces across advisors and project teams including the Transaction Advisor, Cost Estimator, Property team and legal representatives
- Oversee procurement and contract management for enabling and early works packages
- Lead cost estimation and cost management activities including cost plans, reporting, estimates and budget inputs
- Support budget management, cost control and contingency strategies to maintain delivery within approved funding
- Establish and manage contract administration and verification services for the delivery phase
- Lead development of access agreements in collaboration with the Property team
- Provide strategic direction and resolution for complex commercial, contractual and procurement issues
- Prepare and contribute to governance submissions, procurement recommendations and contract approvals
- Deliver specialist commercial advice to senior stakeholders and governance forums
- Transition into delivery-phase commercial management, including variations, claims, reporting and contract performance
About You
- Minimum 15 years’ experience in commercial delivery of major infrastructure projects, ideally within rail or transport environments
- Proven experience developing Procurement Plans and supporting governance approvals
- Strong experience working with complex contract models and managing multi-disciplinary commercial interfaces
- Demonstrated experience managing projects or packages valued at $200M–$500M+
- Ability to operate effectively within an integrated project team and contribute at a leadership level
- Strong stakeholder engagement and communication skills, with the ability to convey complex commercial matters clearly
- Demonstrated ability to drive accountability, sound decision-making and successful project outcomes
- Strategic thinking capability with the ability to manage competing priorities in a high-profile environment
Desirable:
- Experience in brownfield rail environments and working with rail operators
- Experience across development through to delivery phases on major infrastructure projects
- Construct-only delivery model experience
- Previous Queensland Government experience will be highly regarded
