Manager, Precinct and Place
Capstone are partnering with an independent Commonwealth entity to appoint a Manager, Precinct and Place. Our client is leading the development of a nation-shaping transport infrastructure program on Australia's east coast, which will connect major cities and regional communities.
The program's first stage is now in its Development Phase. It will support economic productivity, new housing, regional growth and the transition to net zero. This is a rare chance to shape station precincts and places that communities will use for generations.
The role
Reporting to the Senior Manager, Precinct and Place, you will help deliver high quality station, precinct and place outcomes. You will also promote design excellence across all planning and design activity.
You will coordinate planning activities, technical studies and adviser work on station design, urban design, placemaking, strategic land use and development opportunities. You will also lead the design excellence process and build strong stakeholder relationships across government, industry and the community.
Working within a multidisciplinary Integrated Project Team, you will bring together inputs from many specialists. You will turn them into clear, practical advice that supports project development and executive decision-making.

The role

Key responsibilities
Precinct and place delivery
- Coordinate precinct and place activities for the program's first stage, in line with agreed priorities and work programs.
- Manage activities relating to station design, urban design, placemaking, public realm, activation and strategic land use.
- Implement the design excellence strategy, including the design review process, Designing with Country and continuity of design intent.
- Provide precinct and place input to the procurement process, including responding to RFIs.
- Support strategic station planning, land use analysis and development investigations for future stations and precincts across the wider network.
- Contribute precinct, land use and place analysis to planning recommendations, strategies and briefings.
- Help prepare scopes, briefs and procurement documentation for advisory services.
- Coordinate the day-to-day delivery of the design and place adviser's scope, including schedules, deliverables and design reviews.
- Review adviser outputs, monitor delivery and escalate any issues with scope, quality, program or performance.
- Maintain work plans, schedules, budgets, risks, dependencies and progress reporting.
- Prepare governance papers, executive briefings, reports and presentations.
- Build and maintain relationships with federal, state and local government agencies, design review bodies, landowners, developers and industry.

You will bring:
- A degree in urban and regional planning, urban design, architecture, landscape architecture, property, development or a related discipline. A postgraduate qualification is highly regarded.
- Experience in precinct planning, urban design, architecture, placemaking, property development or major projects.
- A track record of coordinating technical inputs and working with government stakeholders, multidisciplinary teams or external advisers.
- Experience reviewing planning or design material and preparing reports, briefings and presentations.
- Sound project management skills, with strong stakeholder engagement, facilitation and relationship management capability.
- A good understanding of design excellence, strategic land use or major infrastructure development processes.

- You must be an Australian citizen.
- You will need to complete a National Police Check before starting.
