The New Normal Charity Hong Kong is seeking a Part-Time / On-Call Registered Social Worker at the ASWO level to provide professional clinical backing for our peer support community.
 
We require a qualified professional to deliver expert safeguarding, triage and referral, and immediate crisis intervention when rare high-risk situations arise. This role ensures that while peer facilitators host our support groups, they have direct access to professional guidance to keep participants protected and appropriately cared for.
 
In this role, you will be on standby during nine evening peer support groups per month to provide remote intervention and guide facilitators. Beyond active group hours, you will conduct up to nine hours of post-group follow-up per month, completing intake assessments and connecting service users to other appropriate supports. You will also debrief facilitators following safeguarding incidents, maintain documentation, and collaborate with our Designated Safeguarding Lead to refine institutional policies and reporting.
 
Your Duties
On-Call Group Standby
Be on standby/on-call during our scheduled peer support groups (9 groups per month, 2.5 hours per group, total of 22.5 hours) to assist peer facilitators in handling safeguarding concerns, immediate crisis escalation or high-risk situations.
Our groups are scheduled on weekdays 7.30pm to 9.00pm. You would commence on call 30 minutes before doors open and remain available for 30 minutes after. Outside the standby window, volunteers follow TN's standing escalation protocol and there is no expectation that you will be contactable.

Risk Assessments and Crisis Intervention
Conduct immediate, professional risk assessments and crisis intervention remotely for service users who are identified as high risk during groups. Provide instructions to peer facilitators on group containment and emergency response.

Ad-Hoc Follow-up and Referrals: Provide time-limited follow-up to service users post-group. Maintain a referral network, conduct intakes and referrals to other services such as clinical psychologists, psychiatrists, or community mental health services (ordinarily up to 9 hours per month).

Facilitator Support and Documentation: Debrief with peer facilitators post-session when safeguarding concerns occur to ensure their well-being and safety. Maintain and update incident documentation on TN's systems and templates.
Incident Review, Audit and Enhancement: Support the Designated Safeguarding Lead (DSL) and Head of Programmes to complete review and report of incidents to the Board, and enhance policy and service delivery. Perform other duties reasonably ancillary to the safeguarding function, such as training, protocol review and administration, as agreed with the Head of Programmes.
 
What we are looking for
  • Professional Credentials: Must be a Registered Social Worker (RSW) in Hong Kong with a Bachelor's Degree in Social Work or above (ASWO equivalent qualification). Completed training in safeguarding, crisis intervention or suicide prevention.Willing and able to produce necessary certification/ documentation of qualification. Current registration is a continuing condition of engagement: you must maintain registration throughout, permit annual verification against the Social Workers Registration Board register, and notify TNN immediately if your registration lapses or becomes subject to conditions or disciplinary proceedings.
  • Experience: At least 2 years of post-qualification social work experience, preferably in mental health. Experience managing in-person or remote on-call support during high-risk situations, including those at risk of suicide or in acute crisis.
  • Skills: Strong skills in rapid triage, risk assessments, support, and navigating Hong Kong's emergency services and public/ private referral networks. Ability to support peer facilitators in challenging interactions.
  • Communication: Fluent in written and spoken Cantonese and English.
  • Attributes: Resilient and emotionally composed under pressure, empathetic and highly adaptive, and comfortable working in a small charity environment.
  • Pre-engagement Checks: Any offer is conditional on satisfactory verification of RSW registration, two professional references, and a self-declaration of criminal convictions and professional disciplinary history.

What we offer
 The pay for this role is benchmarked against the Hong Kong Government Master Pay Scale (MPS) Point 16 (ASWO starting point):
* Fixed monthly salary: HK$4,995 / month
* This base amount is guaranteed each month simply for being on call and available during our core group hours, regardless of whether a crisis occurs.
* Ad-hoc overtime: HK$222 / hour for any active follow-up, risk assessments, or referral paperwork triggered by a group incident (capped at 9 hours / HK$1,998 per month).
* Total Monthly Earning Potential: Up to HK$6,993 / month.
* Initial contract duration is one year, reviewable.
* Employees' Compensation Insurance (ECI): In compliance with Hong Kong law, the successful candidate will be fully covered under TN's Employees' Compensation Insurance for all working and standby hours.
* Public Liability Insurance (PLI): TNN provides comprehensive Public Liability Insurance covering all employees, volunteers, and peer support group participants across our venues.
* Professional Indemnity Insurance (PII): As this role involves providing professional risk assessments and clinical referral pathways, the candidate is required to maintain their own active Professional Indemnity Insurance (PI) and provide a copy of the policy certificate upon contract signing. (Note: TNN is happy to discuss a reasonable annual subsidy/reimbursement toward the cost of your personal Pll policy).
* Mandatory Provident Fund (MPF): Standard MPF contributions are provided
