Position Summary
Our client, a large investor-owned utility based in Southern California, is seeking a Project Controls Specialist II to join their Environmental department on an initial 2-year contract basis. The successful candidate will lead project review workflow processing for the department's Environmental Tracking System (ETS) and serve as a system administrator for both ETS and the Geographic Environmental Analysis Reporting System (GEARS). This role sits at the intersection of data management, stakeholder coordination, and environmental compliance, ensuring projects are entered accurately, routed correctly, and tracked through to completion. Core hours for this role include 9:00am–12:00pm and 1:00pm– 4:00pm, Mon–Thu.



Key Responsibilities

  • Manage project intake, routing, and tracking: process incoming submittals, confirm completeness and GIS location accuracy, route to the appropriate subject matter experts (SMEs), monitor review progress, and issue environmental releases upon completion.
  • Track and report on key performance indicators (KPIs); produce regular workflow metric reports (weekly, bi-weekly, monthly, quarterly) to support compliance and operations teams.
  • Perform QA/QC checks on data within the ETS system to ensure integrity and accuracy; work with stakeholders to enforce process adherence.
  • Serve as the primary liaison with IT for ETS troubleshooting, system issue resolution, and upgrade request tracking.
  • Develop, maintain, and deliver training on the environmental project review workflow system; create and update training materials to reflect current system functionality and end-user needs.
  • Coordinate with multiple stakeholder groups including project submitters, SME reviewers, queue coordinators, and management to ensure workflows are completed and closed out in a timely manner.
  • Perform additional duties as assigned.







Education and Experience

  • Associate’s degree and/or 2 years of equivalent coursework. [Required]
  • Minimum 2 years of experience in a utility, environmental, or closely related field. [Required]




Knowledge and Skills

  • Proficient in the full MS Office Suite.
  • Strong data collection and information management capabilities; excellent organisational, analytical, written, and presentation skills.
  • Strong interpersonal and communication skills; able to interact confidently with all levels of management, non-management staff, and external stakeholders.
  • Experience with SharePoint, SAP, and ECM; familiarity with Microsoft Power BI and Power Automate.
  • Working knowledge of environmental regulations relevant to the utility industry, including large-scale energy infrastructure licensing and permitting, environmental and regulatory compliance, contracting, scheduling, budgeting, and project controls.
  • High attention to detail and the ability to manage a constant, high-volume queue of incoming projects efficiently and accurately.
  • Strong communication skills with the ability to coordinate across multiple teams simultaneously — including submitters, reviewers, queue coordinators, and senior leadership.
