  • Lead Accommodation and Social Connections across Australia’s largest not-for-profit disability service provider
  • Drive financial discipline, operational excellence and sustainable service delivery that supports quality outcomes for clients
  • Support leadership capability, accountability and ways of working across a large, geographically dispersed service network

Scope is Australia’s largest not-for-profit disability service provider, delivering services including supported independent living, short-term accommodation, social connections and therapy across Victoria and New South Wales. Scope has managed revenue of $510M and employs circa 6200 personnel across 400 service locations. At Scope, we create meaningful opportunities for people with disability to belong and thrive. Our clients and employees are empowered to live their dreams while we influence and push boundaries to deliver positive change for people with disability. Operating in a complex and evolving NDIS environment, Scope continues to strengthen how services are delivered, with a focus on operational excellence, quality and safeguarding, financial sustainability and positive outcomes for clients.

We are seeking an accomplished senior operational leader to join Scope as Deputy Chief Operating Officer – Accommodation & Social Connections. Reporting to the Chief Operating Officer, the role will lead Scope’s Accommodation and Social Connections divisions, with responsibility for a portfolio of approximately $420 million and six direct reports. As Scope continues to evolve its operating model, this role will have a strong focus on financial discipline, ways of working and leadership accountability, while embedding continuous improvement and operational excellence across Accommodation and Social Connections.

Building on work already underway, the Deputy COO will provide the visible leadership and drive required to embed these foundations across capability, culture and ways of working. This will position Accommodation and Social Connections to further evolve practice leadership, supervision and person-centred supports.

A key focus will be improving performance across occupancy, utilisation, cost-to-serve, profitability and salary-to-revenue, alongside client retention, service quality and safeguarding outcomes. The Deputy COO will bring strong financial and operational discipline to the portfolio, ensuring resources are effectively deployed and services remain sustainable within the changing NDIS environment.

Working closely with leaders across Operations, including Head of Client Growth and General Manager Operations Enablement, the Deputy COO will also support client acquisition and retention, reduce vacancy fill times and improve capacity utilisation across both divisions.

We are seeking a senior leader who has a demonstrated history of:

  • Lead large-scale service delivery across a complex and geographically dispersed environment
  • Bring strong financial and commercial discipline to operational decision-making
  • Improve occupancy, utilisation, cost-to-serve and overall portfolio performance
  • Progress operating models and translate strategy into sustainable operational delivery
  • Embed continuous improvement and operational excellence across services
  • Strengthen leadership capability, accountability and ways of working enhancing client and team experience
  • Lead quality, safeguarding, risk and regulatory performance within operations
  • Use data and evidence to drive service planning, prioritisation and performance improvement
  • Engage and influence effectively across Executive, operational and stakeholder environments.

The successful candidate will bring extensive operational leadership experience gained within disability services, human services or another complex and highly regulated service environment. They will bring strong commercial and financial acumen, experience leading significant service delivery operations and the ability to create clarity, accountability and momentum across large and dispersed teams.

This is an opportunity to lead two significant service portfolios within Scope and play an important role in their continued evolution – strengthening operational and financial performance while building the foundations for safe, sustainable and person-centred services into the future.

Scope offers flexible working arrangements, with the role based at an Australian Scope site and an expectation of a minimum of three days per week in a Scope location. Sector-comparable remuneration, NFP salary packaging and free onsite accessible parking are also available.
