Overview:
 
The WHS Partner - City Fleet & Energy is a specialist Work Health and Safety position predominantly dedicated to supporting City Fleet & Energy and its associated operational activities.
 
About the Role
 
As the WHS Partner - City Fleet & Energy / Fleet Safety Officer, you will play a key role in ensuring the safe operation, maintenance and lifecycle management of Council's fleet assets. Working closely with operational teams and key stakeholders, you will drive a proactive safety culture while embedding WHS best practice across fleet operations.

In this role, you will:
  • Lead WHS initiatives across the full fleet asset lifecycle, from procurement and commissioning through to maintenance and disposal.
  • Develop and implement fleet safety frameworks, Safe Work Method Statements (SWMS), safe work procedures and risk management processes.
  • Conduct risk assessments, incident investigations and safety inspections, identifying opportunities for continuous improvement.
  • Partner with fleet, workshop and operational teams to ensure compliance with WHS legislation, industry standards and Council policies.
  • Support the safe introduction of new fleet technologies, including electric and high-voltage vehicles.
  • Provide expert advice on fleet safety, contractor management, training, critical risk controls and safety assurance activities.
  • Build strong relationships with internal stakeholders, contractors and operational staff to promote a positive and collaborative safety culture.
 
Essential Requirements
  • Tertiary qualifications in Work Health & Safety, Occupational Health & Safety, Risk Management or a related discipline.
  • Demonstrated experience providing WHS advice within complex operational or high-risk environments.
  • Practical experience across fleet, heavy vehicles, mobile plant, workshops, engineering, maintenance, transport, construction or similar industries.
  • Proven experience developing Safe Work Method Statements (SWMS), Safe Work Procedures, Job Safety Analyses (JSAs) and operational risk assessments.
  • Strong knowledge of WHS legislation, hazard identification, incident investigation and the hierarchy of controls.
  • Excellent stakeholder engagement skills, with experience consulting and influencing frontline operational teams.
  • Strong written communication skills, with the ability to develop technical documentation and translate legislative requirements into practical safety solutions.
Desirable Experience
  • Experience in heavy vehicle or fleet operations, automotive or mechanical workshops, mobile plant or waste operations.
  • Knowledge of fleet asset management, vehicle procurement, safety-in-design and Chain of Responsibility (CoR) requirements.
  • Experience supporting electric vehicles (EVs), high-voltage systems and emerging fleet technologies.
  • Exposure to contractor safety management, ISO 45001 Safety Management Systems, ICAM (or equivalent) incident investigation methodologies and enterprise risk management systems.
  • Local government experience or experience within a comparable operational environment.
  • A mechanical, automotive, electrical, engineering or trade background, combined with formal WHS qualifications, will be highly regarded.
