About the HSA
The Health and Safety Authority is Ireland's national body for workplace safety, health and welfare. It regulates and promotes safe working lives, oversees the safe use and transport of chemicals, and acts as Ireland's national accreditation body through INAB. About the role
This is a chance to shape how a national regulator talks to its own people. Reporting to the Head of Communications and Customer Relations, you'll lead the delivery of a high-impact internal communications plan that supports performance, strengthens culture and helps the HSA deliver its statutory mandate.
You'll turn strategy, regulatory priorities and operational plans into clear, engaging messages that staff actually want to read, and you'll help managers across the organisation communicate well too.
What you'll be doing
- Working with senior management to deliver an organisation-wide internal communications plan aligned with the HSA's Strategy Statement, Programmes of Work and Executive Team priorities
- Translating complex strategy and regulatory information into clear, accessible, staff-relevant messaging
- Managing and improving internal channels, including the staff intranet (eXchange), webinars, leadership updates, internal meetings, publications and digital content
- Making sure all content is consistent, accessible and on-brand
- Leading internal comms for key initiatives such as strategy development, culture and engagement programmes, HR and wellbeing initiatives, and organisational change
- Supporting internal campaigns that drive awareness, engagement and behaviour change
- Advising and supporting managers on planning and delivering their own communications
- Measuring what works, using feedback and data to improve engagement
- Introducing new tools, platforms and best practice, including guidance, templates and training
- Keeping staff informed quickly and accurately during incidents or critical events, and aligning internal and external messaging on sensitive issues
What you'll need (essential)
- A Level 7 qualification (or higher) in a relevant discipline
- At least three years' experience in an internal communications role
- A track record of working with senior managers to deliver successful internal comms outcomes
- Excellent writing and editing skills, with the ability to make complex information clear and engaging
- Experience using internal comms channels and tools such as intranet, email, webinars, staff events or digital content platforms
It would be great if you also have (desirable)
- Experience supporting culture, engagement or organisational change
- Experience in a public sector, regulatory or complex stakeholder environment
- Knowledge of accessibility, plain English and inclusive communications principles

Selection process
