Energy Safe Victoria is Victoria’s independent safety regulator for electricity, gas and pipelines. Established under the Energy Safe Victoria Act 2005, Energy Safe is responsible for ensuring the safe generation, supply and use of energy across the State. Operating within a complex and rapidly evolving environment, Energy Safe oversees critical safety functions across electricity networks, pipelines, gas infrastructure, renewable energy systems, electrical and gas appliances and installations. With the energy sector moving faster than ever, driven by new technologies, changing consumer expectations and the transition to renewable energy, Energy Safe’s role is becoming increasingly dynamic and important., Through education, regulation and enforcement, Energy Safe works to ensure energy safety, supply and efficiency remain priorities for Victoria and something the community can confidently rely upon.

Governed by an independent Commission and supported by a highly skilled workforce, Energy Safe plays a critical role in protecting communities, ensuring industry compliance and maintaining public confidence in Victoria’s energy system.

Reporting directly to the Chief Executive Officer and serving as a member of the Executive Leadership Team, the General Manager – Regulatory Operations provides strategic leadership across Energy Safe’s largest operational division.

The role is responsible for leading regulatory operations, compliance, enforcement, approvals, audits and inspections across Victoria’s electricity, gas, pipeline and renewable energy sectors. The position ensures regulatory powers are exercised effectively, proportionately and in accordance with legislative obligations, while driving strong safety outcomes and organisational performance.

Leading a significant operational workforce with seven direct reports and approximately 120 employees, the General Manager will oversee regulatory decision-making, stakeholder engagement, incident response, risk-based compliance activities and enforcement programs across a broad and complex regulatory landscape.

As a key executive leader, the role will work closely with Commissioners, government stakeholders, regulated entities and industry leaders to strengthen safety outcomes, improve compliance and support Victoria’s energy transition.

You are an accomplished executive or senior leader with substantial experience leading regulatory, compliance, enforcement or operational functions within complex and highly accountable environments.

You bring a strong track record of leading large teams, uplifting organisational performance and making sound regulatory decisions in environments requiring balanced judgement, stakeholder management and public accountability. Experience within safety regulation, utilities, infrastructure, energy, resources, transport or other highly regulated sectors will be highly regarded.

You possess exceptional stakeholder engagement skills and are comfortable influencing senior executives, boards, commissions, government stakeholders and regulated entities. You combine strategic thinking with operational leadership and have demonstrated success building high-performing teams, leading change and fostering strong organisational cultures.
