About the Organisation

The Department of Treasury and Finance is the lead agency for economic, digital and financial policy outcomes, and plays a vital role in providing financial services to the community, and economic and fiscal policy advice as well as digital services to the Government of South Australia. The Office of the Chief Information Officer (OCIO) sits within the Department of Treasury and Finance and leads technology, digital and cyber security strategy across the South Australian Government. OCIO enables a more connected and secure government so that South Australian Government agencies can better serve the community. It develops and delivers resilient and innovative ICT, digital and cyber security services, platforms and critical infrastructure to SA Government agencies that are accessible, trusted and secure.

Digital Strategy and Architecture, within OCIO, supports SA Government agencies by delivering whole of government architecture patterns, advisory, project support to agencies on connectivity and governance to the State Data Network and, the Integration Platform as a Service. The team also develops whole of government strategies and roadmaps to support the direction of key platforms for the State. It also has responsibility for OCIO’s future architectural and technology direction.

OCIO supports flexible work arrangements, and the office environment is activity-based, with spaces tailored for focused work, collaboration, and general space for everyday work. About the Opportunity

As the Assistant Director, Digital Strategy and Architecture, you will play a key role in shaping the future of technology across the South Australian Government. Working at a whole-of-government level, you will provide leadership in digital strategy, enterprise architecture and technology services, helping to ensure core government services are delivered effectively and efficiently. This is an opportunity to influence strategic technology decisions, collaborate with a broad range of stakeholders, and contribute to outcomes that make a meaningful impact across the public sector.

Salary
SM2 – Salary Range $153,887 p.a.

Key Responsibilities:

  • Play a key role in shaping whole-of-government technology strategies and roadmaps that support the delivery of effective and reliable public services.
  • Lead a dedicated team of subject matter experts in architecture, platform governance and across government technology strategy
  • Influence major ICT initiatives by developing and maintaining an enterprise-wide view of technology services, architecture and future capability needs.
  • Collaborate with government agencies to understand their current and emerging business requirements and help translate these into strategic technology outcomes.
  • Engage with technology vendors, industry experts and key stakeholders to identify emerging trends and opportunities that inform future technology direction.
  • Build strong relationships across government while providing leadership, strategic advice and oversight of technology services to support quality outcomes and continuous improvement.

Essential Expertise

  • Demonstrated experience in the establishment, review and continuous improvement of technology strategies and roadmaps to maintain currency and relevance, through consultation with key stakeholders inside and outside SA Government.
  • Demonstrated experience in the development and implementation of considered and effective architecture frameworks to enable appropriate prioritisation of programs, projects and investments.
  • Demonstrated experience in engaging with internal and external key stakeholders to specify and optimise technology-based services that meet their business needs.
  • Demonstrated experience supporting digital transformation initiatives and influencing organisational change outcomes.
  • Demonstrated ability to provide authoritative strategic advice and recommendations to executives and senior leaders regarding technology strategy, architecture and investment decisions.
  • Demonstrated knowledge of contemporary cyber security, data and digital governance principles and their application in enterprise architecture and strategic planning.
  • Considerable Knowledge of technology architecture methodologies to assist with the definition and representation of business processes and IT systems, their interrelationships, and the extent to which these processes and systems are shared by different parts of the enterprise for the effective planning and delivery of required business outcomes for SA Government.
  • Knowledge of ITIL Service Management methodologies for the effective planning and delivery of required business outcomes for SA Government.
  • Proven ability to work with high level independence, initiative and innovation, with experience in making sound decisions of critical importance to operations that may impact significantly on the achievement of government and agency objectives.
  • Demonstrated experience in the application of the relevant legislation, policies and procedures, including Code of Ethics, EEO and cultural inclusion.
  • An understanding of the legislative requirements of the Work Health and Safety Act 2012.
  • An understanding of and ability to work/manage to the spirit and principles of AS ISO 31000:2018 Risk management – Guidelines
