It is an opportunity for an accomplished leader to take responsibility for a broad, highly visible portfolio of services that directly influence the lives of communities across the Central Highlands – and to help shape what those services look like into the future.
Council is looking for someone who enjoys solving problems, developing people and bringing structure to a diverse service portfolio. You won't be expected to arrive with every answer, but you will need the leadership capability, judgement and curiosity to find them.
With important foundations already being put in place, the incoming Manager will have a genuine opportunity to build momentum, strengthen governance and team capability, and put their own stamp on the future direction of the function.
The Opportunity
Reporting to the Director Communities, you will lead a diverse portfolio encompassing arts and culture, community grants, community relationships, youth, reconciliation, libraries, regional events and human and social recovery.
The breadth of the portfolio is what makes this opportunity different. Council isn't looking for a specialist who has spent their career focused exclusively on one element of community or cultural services. They need a leader who can see the bigger picture, bring different functions together and ensure people, resources and services are aligned with Council and community priorities.
Key responsibilities will include:

- Providing strategic and operational leadership across Council's Community and Cultural Services portfolio
- Leading, coaching and developing a diverse team, strengthening capability, accountability and performance
- Driving the delivery and continuous improvement of community-facing programs and services
- Leading the development and implementation of key strategies across libraries, arts, culture and heritage
- Progressing Council's Community Grants Program and ensuring strong governance and alignment with community priorities
- Managing budgets and resources while ensuring services demonstrate value and financial accountability
- Building productive relationships with community organisations, government agencies, funding bodies, Traditional Owners and regional partners
- Working closely with Councillors and SLT in providing clear, considered and evidence-based advice
- Strengthening governance, systems and processes across the portfolio
- Identifying opportunities to innovate and improve how Council delivers services and positive community outcomes.

- Proven leadership experience within government, public services or another complex community-focused organisation
- Experience leading diverse teams and developing capability in others
- Strong governance awareness and an understanding of working within accountable service-delivery environments
- Demonstrated ability to turn strategy into practical programs, projects and outcomes
- Excellent communication and stakeholder management skills
- The confidence and political awareness to work effectively with Councillors, executives and community stakeholders
- Strong judgement and the ability to manage competing priorities and expectations
- Experience delivering social impact and positive community outcomes
- A practical, solutions-focused approach and willingness to challenge how things have traditionally been done
- Relevant tertiary qualifications and/or significant experience in a comparable leadership position.
