The organisation
NSW Tollway Ombudsman Limited is a not-for-profit, independent body authorised to help NSW toll road customers with unresolved complaints about tolling services and products provided by NSW toll road operators and participating toll service providers.

NTOL provides independent, free and impartial services to help customers resolve disputes with toll road operators and participating toll service providers. Its role is to investigate and resolve complaints, encourage fair outcomes and support improved customer experience across the tolling sector.

NTOL considers complaints after a customer has first attempted to resolve the matter directly with the relevant toll operator or toll service provider, and where they remain dissatisfied with the outcome or there has been an unreasonable delay in receiving a decision.

The opportunity
NTOL is seeking an experienced Board Chair to provide independent governance leadership as the organisation continues to establish and mature its role as a focused, fair and impartial dispute resolution scheme.

Working with the Board and the NSW Tollway Ombudsman, the Chair will play a critical role in ensuring NTOL is governed effectively, ethically and in line with its Constitution, Charter and purpose. The Chair will support strong Board decision making, maintain clarity of role and scope, and ensure the organisation remains focused on its defined mandate.

The Board brings together government, private industry and community perspectives. The Chair will be responsible for fostering a cohesive and high-functioning Board culture, supporting constructive discussion and ensuring decisions are made in the best interests of NTOL and its purpose.

As Chair, you will help safeguard the independence and impartiality of NTOL while operating within a member-funded model. This will require sound judgement, strong governance discipline and the ability to balance independence, accountability and stakeholder confidence across a complex operating environment.

The Chair will also play an important role in supporting and constructively challenging the NSW Tollway Ombudsman, while ensuring the Board remains focused on governance, oversight and accountability rather than day-to-day operations.
 
About you
You are an experienced Board Chair or senior Non-Executive Director with a strong track record of effective governance, sound judgement and values-led leadership. You may come from within or outside the dispute resolution, ombudsman, regulatory or transport sectors, but you will bring the governance maturity and independence required to chair a small, important and purpose-led organisation.

You are a strong operator with the ability to lead constructive Board discussion, support clear decision making and manage diverse perspectives. You bring high levels of integrity, credibility and emotional intelligence, and are comfortable working in environments where independence, accountability and stakeholder expectations must be carefully balanced.

Experience in dispute resolution, complaints, regulation, transport, infrastructure, government, customer-facing sectors or member-funded environments would be highly regarded but is not essential. More important is your ability to provide disciplined governance leadership, avoid unnecessary scope drift and support NTOL to operate as an independent, fair and proportionate scheme.

You will be motivated by the opportunity to contribute to a newly established organisation with a clear public purpose and an important role in supporting fair outcomes for NSW toll road customers.
