As the Program Advisory Services (Construction), you will provide expert construction oversight across a portfolio of disaster recovery projects, ensuring works are delivered safely, efficiently, and in full compliance with contractual, environmental, traffic management, quality, and DRFA requirements.
  
You will also lead first response and emergency works, acting as the department's on-ground representative during disaster events and immediate recovery operations.
  
Key Responsibilities
  • Support the Program Manager in delivering the Natural Disaster Program safely and efficiently.
  • Oversee and supervise construction activities undertaken by contractors across NDP projects.
  • Lead first response and immediate recovery works delivered through the departments road maintenance partnering arrangements.
  • Act as the primary departmental representative during emergency response operations.
  • Ensure construction activities comply with safety, environmental, traffic management and quality standards.
  • Provide Principal's Representative and construction surveillance services for minor works contracts for local government projects where external contract administration is not engaged.
  • Monitor construction practices to ensure ongoing DRFA funding eligibility and compliance.
  • Work collaboratively with Project Managers to maximize the effective use of personnel, plant, equipment, materials and site access.
  • Build strong working relationships with contractors, maintenance partners and key stakeholders to achieve successful project outcomes.
  • Support communications activities that promote the positive reputation of the departments Natural Disaster Program.
  • Manage regional RADAR compliance requirements, including emergency works photography and completion records.
  • Maintain accurate construction documentation to support program assurance and DRFA audit requirements.
  
About You
You are a highly experienced construction professional with extensive knowledge of civil infrastructure delivery, particularly within disaster recovery environments. You have demonstrated experience leading emergency works and understand the importance of compliance, documentation and stakeholder management in government-funded programs.
  
Successful candidate
  • A minimum of 15 years' experience in construction overseer and/or inspector roles delivering DRFA-funded projects.
  • A minimum of 5 years' experience delivering DRFA first response and natural disaster emergency works.
  • Strong knowledge of TMR construction standards, safety requirements, quality systems and environmental compliance.
  • Demonstrated experience supervising contractors and coordinating construction activities in challenging operational environments.
  • Excellent communication and stakeholder engagement skills.
  • The ability to make sound decisions under pressure during emergency response situations.
  • High attention to detail with proven experience maintaining records that support funding compliance and program assurance.
  
Mandatory Requirements
  • Minimum 15 years' experience as a Construction Overseer and/or Inspector delivering DRFA projects.
  • Minimum 5 years' experience delivering DRFA first response and emergency works.
  • Current Class C Driver License.
  • Access to a reliable vehicle.
  • Ability to undertake travel and site inspections across the region as required.
