AO8 Program Manager

Public Sector People are proud to be partnering with a State Government department to recruit an AO8 Program Manager to support the delivery of a major Contractor Management Improvement (CMI) Program within the Infrastructure Services Division.

This role sits within a high-profile transformation program focused on improving how contractors are managed across a significant infrastructure portfolio. With the future-state model already defined, this position will play a critical role in translating that into practical processes, tools, and ways of working, and embedding these changes across the department.

Working closely with the Program Director and key stakeholders, you will lead implementation, drive adoption, and ensure sustainable improvements in contractor safety, performance, and value for money.

You will operate in a fast-paced, complex environment, balancing strategic intent with hands-on delivery and strong stakeholder engagement.

This is a full time temporary contract through to June 2028 opportunity offering exposure to a large-scale transformation program within a critical government function.

Key responsibilities include:

• Translating the future-state contractor management model into detailed processes, tools, and implementation artefacts
• Leading the rollout of new frameworks and practices across the department
• Driving change management and stakeholder adoption across operational and leadership teams
• Strengthening governance, risk management, and contractor performance frameworks
• Providing advice and support to senior stakeholders through briefings, workshops, and engagement
• Tracking program delivery, benefits realisation, and continuous improvement opportunities
• Building strong relationships across the Infrastructure Services Division and broader department
• Supporting a structured, non-disruptive transition to improved contractor management practices

About you:

• Demonstrated experience in program delivery, business transformation, or operating model implementation
• Strong ability to translate strategy into practical, implementable solutions
• Experience working in complex organisations, ideally within government or infrastructure environments
• Excellent stakeholder engagement and influencing skills
• Strong communication skills, with the ability to present complex information clearly
• Proven ability to drive change, adoption, and measurable outcomes
• Experience in contractor management, procurement, infrastructure, or risk and safety (highly regarded)
• Background in large-scale reform or transformation programs (desirable)
