Summary of Responsibilities

This position is responsible for security and program activities for Urenco USA (UUSA) and is responsible for creating a secure environment for employees, vendors and visitors. The position interfaces with employees and managers at all levels of the organization and externally with governmental agencies, leads investigations and responses to security events to make critical security decisions concerning high value contracts and implements security procedures that will prevent unauthorized access to classified and UUSA and critical information. The position is responsible for the development of the  Urenco USA Standards Practices and procedures Plan for the Protection of classified material (SPPPP) and the UUSA Physical Security Plan (PSP), managing the implementation of the requirements of the plans and monitoring the performance of the site against it, while ensuring regulatory requirements are met.  The FSO works in the area of Compliance and adheres to the foundational behaviors, company values and Urenco behaviors.


Education and Experience
Minimum Qualifications:

  • Bachelor's degree.-OR- 10 years of related work experience can be supplemented instead of a bachelor’s degree.
  • 6+ years of direct work experience in regulatory security field (i.e. DOE, DOS, DOD, etc.).
Preferred Qualifications:
  • Bachelor’s degree in security related field.
  • 9+ years direct work experience specifically as FSO, Assistant FSO, ITPSO or ISSM.
  • Direct work experience with 10 CFR 95, 32 CFR 117, 10 CFR 73 and the direct implementation of such CFR’s.
  • Direct experience with interfacing with regulatory bodies (NRC, DOE, DOD).
  • FSO (Management), ITPSO, CI and OPSEC training certifications, preferably through CDSE.
  • Direct work experience implementing or overseeing 10 CFR 95, 32 CFR 117 and 10 CFR 73 programs.
  • Direct work experience investigating and mitigating classified security events.
  • Direct work experience as an ADC.

Job Details
  • Work Location: Urenco USA, Eunice, NM/Hybrid – Can be up to 40% remote.
  • Work Schedule: Professional work schedule/ with minimal night/ weekend support. As determined by supervisor/ manager (as required by work location) (as directed) (core hours) Some nights and weekend work may be required. Employees are also subject to call-outs as needed.
  • Travel Required: 5% of the time or less as required
  • Security Clearance Requirement: CAA Access and an L or Q level security clearance
  • Emergency Response Requirements: Emergency Response Organization (ERO) qualification is required
  • Work Environment: Radiological exposure expectations of < 100 mrem/yr. General Office, Plant Production Areas. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets etc.

Primary Functions
  • The Facility Security Officer (FSO) is a regulatory required position as per 32 CFR 117 and 10 CFR 95, and is required to be listed on UUSA’S OODEP. Must meet all regulatory training requirements for the position.
  • The FSO is the facility’s Insider Threat Program Senior Official who has the responsibility of establishing and executing the insider threat program in compliance with 32 CFR 117, and is listed on UUSA’s OODEP.
  • Supervise and direct security measures necessary for the implementing the applicable requirements of 32 CFR 117 and 10 CFR 95 in the security requirements to ensure the protection of classified information.
  • Responsible for independently leading and performing multiple functions in the areas of Access Authorization, IT Security, Physical Security or Information Security as described in the UUSA PSP, UUSA ISSPs, or UUSA SPPP, while supporting other aspects.
  • Implement effective corporate and classified matter security programs to drive risk reduction and compliance
  • Drive security risk reduction and continuous improvement projects by identifying, prioritizing and implementing appropriate corrective and preventive actions.
  • Develops and provides the delivery of security force training programs and internal security awareness programs such as  Insider Threat, OPSEC, Security Clearance, Counterintelligence.
  • Leads and oversees the marking and handling of classified material including logs, documents, inventory and tracking classified materials.
  • Provides oversight of the processing of CAA access, PHQ’s, criminal history and acts as site reviewing official.
  • Leads the physical security programs by providing direction and oversight through regulatory adherence to 10 CFR 73 and the UUSA PSP.
  • Responsible for the site by processing needed procedure revisions, performing interdisciplinary reviews, photograph reviews, and visitor requests processing.
  • Completes Corrective Action Program investigations and Actions,  supports scheduling and status meetings and performs Self-Assessments.

  • Maintains Security related LBDs with the support of the Licensing organization and completes regulatory reviews relative to those areas. Ensures that revisions within regulations are captured within the LBD’s.
  • Investigates and reports security violations with the appropriate government agencies and provide written documentation of the effort to the regulator.
  • Implements the Foreign Ownership, Control, or Influence (FOCI) requirements for all companies doing business at UUSA for the CSA.
  • Provides regulatory and programmatic guidance for security clearances, CAA, badging, visitor access, foreign national access, regulatory access.
  • Provides regulatory and programmatic guidance relating to security related construction of areas within the CAA and classified areas.
  • Develops, reviews and approves all security-related training that includes; Counterintelligence awareness, Initial security briefings, Insider threat training, ADC training, GET and any other security related training.
  • Conducts training, initial and refresher, and certifies derivative classification officers for UUSA. UUSA’s ADC authority.
  • Adheres to the Foundational Behaviors, company values and URENCO Behaviors.
