About the Role

We are seeking an experienced and highly autonomous professional to lead the development and management of business cases for the State Budget 2027/28 process.

This role will oversee the preparation of 7 business cases covering 18 strategic initiatives, working closely with senior stakeholders across government to ensure high-quality, evidence-based submissions aligned with budget priorities and policy objectives.

Key Responsibilities

  • Lead the end-to-end development of multiple business cases for State Budget 2027/28 initiatives
  • Manage and coordinate 18 initiatives across several workstreams
  • Engage with executive stakeholders, policy teams, finance, and operational leads
  • Develop compelling, evidence-based recommendations and funding proposals
  • Ensure business cases align with government frameworks, budget requirements, and strategic priorities
  • Prepare high-quality written documentation, including:
    • Strategic assessments
    • Cost-benefit analysis
    • Financial and economic justifications
    • Risk assessments
    • Implementation planning
  • Drive timelines, dependencies, and approvals with minimal supervision
  • Provide strategic advice and challenge where required

Essential Requirements

  • Demonstrated experience developing business cases within a government environment
  • Strong understanding of state budget processes and government funding submissions
  • Proven ability to manage multiple complex initiatives simultaneously
  • Excellent stakeholder engagement and communication skills
  • Ability to work autonomously and deliver outcomes in fast-paced environments
  • Strong analytical, strategic, and written communication capability
  • Experience coordinating across senior executive and cross-functional teams

Desirable Experience

  • Experience working on Treasury or central agency submissions
  • Familiarity with public sector investment frameworks and assurance processes
  • Background in policy, strategy, transformation, or program delivery
