Reporting to the Manager Assets, EPMO & Procurement, the Head of Strategic Procurement is a key leadership role responsible for shaping and delivering Council's procurement strategy, governance and commercial outcomes. This is an opportunity to lead procurement transformation across a large and complex organisation, strengthening commercial capability and delivering outcomes that create lasting value for both Council and community. The role will play a key part in delivering on the newly established Corporate Strategy addressing Council’s most complex challenges to achieve MV2040. Leading a specialist procurement team, you will oversee strategic sourcing, tendering, contract management, supplier engagement and procure-to-pay systems, ensuring value-for-money outcomes while maintaining the highest standards of compliance and probity. Working across a diverse portfolio of infrastructure, services and corporate procurement, you will influence major commercial decisions, drive sustainable procurement practices and build strong partnerships across Council, industry and regional government networks.

The successful candidate will be an accomplished procurement leader with a track record of delivering strategic procurement, commercial and contract management outcomes within a complex environment. You will be recognised as a trusted commercial advisor with the ability to influence senior stakeholders, navigate competing priorities and translate strategy into measurable organisational outcomes. Bringing strong commercial acumen and expertise in procurement legislation, governance and best-practice sourcing, you will have experience leading complex procurement initiatives, negotiating high-value contracts and driving procurement maturity across an organisation. Equally important will be your ability to lead and develop high-performing teams, foster collaboration and build capability that enables long-term success. Experience across infrastructure, capital works and services procurement will be highly regarded, along with the credibility and judgement to operate effectively in a politically aware and stakeholder-focused environment.
