Position Overview
The Public Assistance Specialist/Client Service Representative provides customer and account management support for Arizona's Public Assistance Program. This position works with local government agencies and applicants to coordinate disaster recovery assistance, prepare project documentation, conduct damage assessments, and ensure compliance with State and Federal Public Assistance guidelines. This role may require emergency response support during disaster activations.
Key Responsibilities
- Conduct preliminary damage assessments of public infrastructure following natural or man-made disasters.
- Meet with applicants to inspect damaged facilities and prepare Preliminary Damage Assessment (PDA) reports.
- Assist applicants with completing Public Assistance applications and required documentation.
- Prepare project worksheets while ensuring compliance with State and Federal eligibility requirements.
- Collect, compile, and analyze data related to disaster recovery projects.
- Perform interim and final inspections of completed work to verify scope and costs.
- Review applicant documentation and verify reimbursement eligibility.
- Draft and review policies, procedures, and recovery program documentation.
- Assist with training sessions, workshops, and presentations for internal staff and external partners.
- Participate in disaster response activities, including assignments at the State Emergency Operations Center (SEOC) or Joint Field Office (JFO) when activated.
- Maintain current knowledge of State and Federal Public Assistance programs through ongoing training.
Required Qualifications
- Minimum three (3) years of customer service, client service, or account management experience.
- Strong communication, organizational, and problem-solving skills.
- Experience managing multiple priorities and working independently.
- Ability to analyze information and prepare detailed reports.
- Proficiency with Microsoft Office and computer-based systems.
- Willingness to respond during emergency or disaster activations, including after-hours if necessary.
Preferred Qualifications
- Associate's degree or higher.
- Experience teaching, training, facilitating workshops, or presenting to adult audiences.
- Public speaking experience.
- Public Assistance, emergency management, disaster recovery, or government program experience.
- Experience developing lesson plans or training materials.
