About the Organisation

Join a prominent, purpose-driven organisation dedicated to delivering essential community infrastructure and services across Western Australia. Responsible for managing critical operations—including power generation, electricity distribution, water quality, and wastewater systems—this organisation provides a supportive, community-focused culture where safety, sustainability, and operational excellence come first.

The Opportunity

We are seeking an experienced HSE Advisor to partner with operational leadership and take ownership of health, safety, environmental, and regulatory compliance across metropolitan and remote essential services networks.

Working closely with executive safety leaders, you will ensure operational adherence to stringent electricity and water industry standards, lead incident investigations, manage assurance programs, and mentor frontline teams to foster a proactive safety culture.

Key Responsibilities

  • Dual-Utility Operational Safety: Lead WHS and standards compliance across high-risk electrical power distribution networks and water/wastewater operations.
  • Water & Electrical Compliance: Monitor compliance against Australian Drinking Water Guidelines, Department of Health requirements, and major WA electrical network codes.
  • High-Risk Permits & Competencies: Verify authorisations, high-risk work licences, electrical switching permits, confined space entry, and excavation near services.
  • Audits & Assurance: Develop compliance registers, inspection schedules, and assurance programs to maintain audit readiness for safety, technical, and ISO management systems (e.g., MyOsh).
  • Incident Investigation: Lead root-cause analysis for incidents and near-misses, tracking corrective actions through to completion.
  • Contractor & Field Safety: Oversee contractor WHS management, review JHA/SWMS documentation, conduct behavioural safety observations, and assist with emergency response planning.
  • Stakeholder Engagement: Act as a technical liaison on safety standards, providing coaching and advice to frontline Essential Services Officers and leadership.

What We Are Looking For

  • Industry Experience: Proven WHS/HSE background within major power transmission/distribution networks, water utilities, or remote utility infrastructure.
  • Qualifications: Certificate IV in Work Health & Safety (or higher) and a current Australian Driver’s Licence.
  • Technical Knowledge: Strong understanding of WA electrical legislation/standards, water quality/sampling protocols, or high-risk permit-to-work systems.
  • Travel Flexibility: Willingness to undertake regular/quarterly fully-funded travel to remote WA site locations and regional communities.
  • Communication: Ability to respectfully influence, coach, and build strong working relationships across diverse operational teams.

Desirable:

  • Trade, technical, or compliance qualifications in electrical or water sectors.
  • Experience with safety software databases (e.g., MyOsh) and ISO system maintenance.
  • Prior experience operating within remote, regional, or community-focused environments.

What’s On Offer

  • Competitive Remuneration: Attractive salary package with Not-For-Profit (NFP) salary sacrifice options to maximize take-home pay.
  • Fully Covered Travel: All travel expenses, flights, and remote accommodation provided for site visits.
  • Meaningful Impact: Directly support safe essential services for remote WA communities.
  • Structured Structure: Hybrid operational setup combining Perth/Welshpool base with site travel.
