General Statement of Duties:

At a professional working level, perform analytical, administrative, and programmatic assignments related to the implementation of workforce initiatives within the federally funded Rural Health Transformation Program (RHTP). Responsibilities shall include project operations, grant and contract administration, research, data analysis, reporting, and stakeholder engagement. Work shall be carried out under the direction of the Rural Health Workforce Transformation Coordinator in support of RHTP and related client workforce initiatives.

Supervision:
  • Work under the direction and guidance of the Rural Health Workforce Transformation Coordinator, the Director of Health Workforce Transformation, and/or other senior program leadership.
  • Work is performed within established federal and state requirements, program objectives, policies, and procedures, with latitude for the exercise of initiative and judgment in completing assigned responsibilities.

Scope of Work
Rural Health Transformation
Assist with the coordination and implementation of workforce initiatives within Rhode Island’s Rural Health Transformation Program, including, but not limited to:
  • Pre-employment and incumbent worker job training
  • Career and Technical Education
  • Professional Development and Continuing Education
  • Primary Care Residency
  • Ladders to Licensure
  • Clinical Placement Consortium
  • Recruitment and Retention Incentives
  • Behavioral Health Certificate for Home Care

Responsibilities for RHTP workforce initiatives shall include:
  • Support the development, administration, and monitoring of grants, contracts, subrecipient activities, and vendor deliverables in accordance with applicable federal and state requirements.
  • Maintain project workplans, timelines, performance-tracking systems, reporting processes, and program records.
  • Support data collection, analysis, reporting, and program-evaluation activities.
  • Assist with project-level operations, partner coordination, meeting preparation, communications, and follow-up.
  • Research relevant workforce, education, rural health, healthcare, and grant-related policies and programs to inform program design and implementation.
  • Assist with the development of program materials, implementation processes, guidance, reports, and other written products.
  • Support engagement with employers, educational institutions, healthcare providers, state agencies, and other workforce partners.
  • Support coordination between RHTP workforce initiatives and related client health workforce and healthcare system planning activities.
  • Monitor assigned activities and elevate implementation, compliance, or reporting concerns to the Rural Health Workforce Transformation Coordinator.
  • Serve as a member of internal RHTP teams as necessary to support compliance with program requirements and alignment with RHTP objectives.

Required Qualifications for Appointment
Knowledge, Skills, and Capacity:
  • Must have working knowledge of project and program administration, including federal grant requirements, project tracking, documentation, reporting, and compliance.
  • Familiarity with State of Rhode Island administrative, procurement, contracting, and grant-management processes is preferred. Familiarity with Rhode Island’s healthcare, workforce, education, and public-sector landscape is also helpful.
  • Must have the ability to research, organize, analyze, and clearly present information; manage multiple assignments and deadlines; and maintain accurate program records.
  • Must have strong writing, communication, organizational, and interpersonal skills and the ability to work effectively with state agencies, healthcare providers, educational institutions, employers, community organizations, and other partners.

Education and Experience
  • Education: Such as may have been gained through possession of a bachelor’s degree from a college of recognized standing in public health, health policy, public policy, public administration, business administration, education, human resources, social sciences, a health-related field, or a closely related field; and
  • Experience: Such as may have been gained through employment or internship experience involving program support, federal grants, project coordination, workforce development, healthcare, education, research, data analysis, stakeholder engagement, public service, or other relevant activities.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
