Chandler Macleod is seeking expressions of interest from experienced procurement and contracting professionals to join a Federal Government agency.

About the opportunity
Our client is a large, high-profile Federal Government agency delivering a long-term program of national significance. It is building its commercial capability and wants talented procurement and contracting leaders to join as ongoing APS employees.
The agency's Commercial Branch runs the procurement and contracting function end to end. Its services include:

• Supporting procurements from the moment a business area identifies a need through to contract execution and ongoing contract management
• Providing guidance, assurance and advice on procurement policy and methods
• Advising on probity matters, requirements and activities
• Liaising with specialist services such as legal, where required

The role
As a Procurement & Contracting Manager, you will lead a team delivering complex procurement and contract management activities. You will work with considerable independence and be the go-to adviser for business areas on commercial matters.

Key duties may include:

• Providing guidance and support across procurement planning, tendering, contract formation and contract management, ensuring compliance with legislation, the Commonwealth Procurement Rules and internal policies
• Reviewing complex to very complex contracting documents, including commercially sensitive reports, submissions and contract change proposals
• Leading and managing a team: setting clear performance and behavioural standards, delegating work, managing performance and developing people
• Advising stakeholders across procurement, commercial, legal and financial matters to achieve sound contract outcomes
• Identifying and managing commercial risks, including supplier performance and compliance with mandatory requirements
• Building strong working relationships with internal stakeholders, suppliers and specialist advisers

Ideal candidate
The agency is looking for people who are agile, innovative and energised by fast-paced work. You will be able to demonstrate:

• Strong skills and hands-on experience in procurement and contracting
• The ability to work in an integrated environment and build collaborative relationships
• High-level organisational skills, with the drive to set clear procurement and contract management plans and timeframes
• A positive response to change and uncertainty
• A track record of working effectively in teams and/or leading a team
• The ability to turn strategic objectives into practical initiatives
• Excellent written and verbal communication skills

Desirable qualifications and experience

• Experience applying Commonwealth commercial frameworks, including the Commonwealth Procurement Rules, to complex procurement requirements (highly desirable)
• A relevant qualification in procurement, contract management or a related discipline, or equivalent significant experience
• Experience in a large Federal Government agency or a complex, high-value commercial environment

To be eligible, you must be an Australian citizen and be able to obtain and maintain a Negative Vetting Level 1 (NV1) security clearance. Holding a current clearance is highly regarded.
