The Company
Eastern Melbourne Primary Health Network (EMPHN) is seeking a Manager, Data Governance & Partnerships to establish and lead its data governance function at a genuinely exciting point in the organisation’s evolution.
EMPHN is transforming how it commissions health services while developing a sophisticated linked healthcare data environment covering approximately 1.8 million people. With data governance currently operating across the organisation in a piecemeal way, this newly created role will bring the function together and establish the standards, processes and partnerships that will underpin EMPHN’s future data capability.
The Opportunity
Reporting to the Head of Business Intelligence & Analytics, you will sit within the Strategy & Service Design division and work across the organisation to establish practical, effective data governance.
This is a hands-on governance role. You will be expected to get into the detail of data schemas, collection processes, data sharing arrangements, controls and operational workflows, while simultaneously developing the broader governance framework.
You won't be managing a large team. In fact, there are no direct reports but scope to grow a team in the future.
Instead, your influence will come through your ability to work across clinicians, commissioners, program teams, executives, technology and external partners to make governance work in practice.
What You’ll be Responsible For
You'll likely come from a background in data governance, data management, information governance, privacy, data stewardship or a closely related discipline, with demonstrated experience establishing governance frameworks in complex environments.

What You’ll be Responsible For
- Build the governance function, Establish EMPHN's enterprise data governance framework, standards, policies, processes and controls from the ground up.
- Own data sharing & partnerships, Own EMPHN's Data Sharing Agreement portfolio and establish effective governance across general practices, Outcome Health, research and data linkage partners.
- Lead privacy, compliance & risk, Lead privacy, regulatory, information security, audit and data lifecycle requirements across EMPHN's data environment.
- Own departmental data reporting, Lead mandatory Department of Health, Disability and Ageing reporting, including PIP QI, UP-MDS and GP-MDS, ensuring data is accurate, compliant and delivered on time.
You'll likely come from a background in data governance, data management, information governance, privacy, data stewardship or a closely related discipline, with demonstrated experience establishing governance frameworks in complex environments.
More importantly, you'll be comfortable operating where the answer isn't already written.
You'll need to be able to:
- Build a governance function from the ground up.
- Translate regulatory, contractual and privacy obligations into practical processes.
- Work comfortably with technical data concepts and schemas.
- Navigate complex stakeholder environments without relying on formal authority.
- Build relationships across clinical, operational, technology and executive teams.
- Balance strategic thinking with hands-on delivery.
- Bring structure to an evolving and immature governance environment.
