Public Sector People are proud to partner with Central Highlands Regional Council to recruit a Coordinator Major Project Delivery—a pivotal leadership opportunity responsible for leading Council's newly expanded Project Delivery Team within the Program Management Office and delivering a significant annual capital works program.
  
Reporting to the Manager Program Management this newly created leadership position is responsible for the end-to-end coordination of Council's capital works program, providing technical leadership, strategic direction and governance across the planning, design, procurement and delivery of infrastructure projects.
  
Working closely with asset owners across the organisation, you will ensure projects are delivered safely, efficiently and in alignment with Council's long-term strategic objectives.
  
The Role
  
This is far more than a traditional project management position.
  
You will lead a multidisciplinary project delivery team responsible for coordinating projects across every area of Council—from roads, water, sewer, stormwater and transport infrastructure through to buildings, community facilities, parks and operational projects. Rather than simply managing individual projects, you'll establish consistent project delivery frameworks, improve governance and help embed best-practice project management across the organisation. The Program Delivery Team has been established to improve planning and delivery, ensuring projects are fully scoped, designed and ready before construction begins.
  
Key responsibilities include:
  • Leading the delivery of Council's annual and multi-year Capital Works Program
  • Providing strategic advice on capital planning, budgeting and project prioritisation
  • Leading and mentoring a growing team of Project Delivery Coordinators and Project Support Officers
  • Overseeing procurement, contract administration and delivery of major outsourced infrastructure projects
  • Developing project delivery models, governance frameworks and contracting strategies
  • Managing project performance, budgets, risks, reporting and project close-out
  • Building strong relationships with asset owners, contractors, consultants, government agencies and the community
  • Driving continuous improvement across project delivery, safety and organisational capability.
  
This is a highly visible leadership role that will directly influence how infrastructure projects are planned, governed and delivered across one of Queensland's largest regional councils.
  
About You
  
You are an experienced infrastructure or capital projects leader who thrives in complex environments and enjoys building capability within high-performing teams.
  
You bring strategic thinking together with practical project delivery experience and have successfully managed multidisciplinary infrastructure programs within government, utilities or large infrastructure organisations.
  
You will bring:
  • Extensive experience leading the delivery of capital works programs and complex infrastructure projects
  • Strong leadership capability with experience developing and mentoring project teams
  • Demonstrated expertise in contract management, procurement and project governance
  • Experience delivering civil infrastructure projects across roads, water, sewer, stormwater or community infrastructure
  • Strong commercial, financial and risk management capability
  • Excellent stakeholder engagement, negotiation and communication skills
  • Sound understanding of project management methodologies and legislative frameworks
  • Tertiary qualifications in Engineering, Project Management or a related discipline, with RPEQ and postgraduate qualifications highly regarded.
  
Local government experience will be highly regarded, particularly for candidates who understand public sector governance and procurement. However, Council is equally interested in experienced leaders from consulting engineering, utilities, construction and major infrastructure organisations who can bring strong project delivery capability, leadership experience and a collaborative approach. The successful candidate will ideally have broad project delivery experience rather than being a specialist in a single discipline, reflecting the diverse portfolio managed by the team.
