Purpose of the Role
The Assistant Technical Services Officer (ATSO) will support the delivery of Major and Minor Capital Projects across Mental Health Services within the South East Region. The post holder will provide technical and administrative project support to the relevant Senior Assistant Technical Services Officer (SATSO) and/or Chief Assistant Technical Services Officer (CATSO) in the planning, coordination, implementation, and monitoring of capital projects.
The ATSO will assist in ensuring projects are delivered in accordance with programme requirements, governance arrangements, approved budgets, and agreed timelines, while supporting the operational needs of Mental Health Services.
Key Responsibilities
Project Support
- Support the relevant SATSO and/or CATSO in the delivery of Major and Minor Capital Projects.
- Assist with project planning, scheduling, and coordination activities.
- Maintain project records, registers, and documentation.
- Monitor project milestones and assist in tracking programme delivery.
- Prepare reports, project updates, and correspondence as required.
Site and Contractor Coordination
- Attend project sites and participate in inspections and progress meetings.
- Assist in monitoring contractor performance and compliance with project requirements.
- Support the review of project documentation, including drawings, specifications, and contractor submissions.
- Liaise with contractors, consultants, and service representatives regarding project matters.
Stakeholder Engagement
- Support engagement with Mental Health Service management, operational teams, and external stakeholders.
- Assist with the coordination of project meetings and stakeholder consultations.
- Ensure relevant project information is communicated to stakeholders in a timely manner.
Compliance and Administration
- Assist in ensuring compliance with Health & Safety requirements, Building Regulations, and organisational policies.
- Support procurement, tendering, and contract administration processes.
- Maintain accurate records and support governance reporting requirements.
- Assist with risk management and issue tracking processes.
Financial Support
- Assist with monitoring project expenditure and budget tracking.
- Support the preparation of financial reports and project cost information.
- Maintain records relating to project commitments, invoices, and payments.
Eligibility Criteria
Essential Requirements
- Degree (Level 7 or higher) in:
- Engineering
- Building Services Engineering
- Architecture
- Construction Management
- Quantity Surveying
- Building Surveying
- Or a related discipline
- Relevant experience in:
- Construction
- Engineering
- Facilities Management
- Project Delivery
- Strong organisational and communication skills.
- Proficiency in Microsoft Office and project administration systems.
- Full clean driving licence and access to transport.
Desirable Competencies
- Ability to manage multiple priorities and meet deadlines.
- Strong attention to detail and record-keeping skills.
- Ability to work collaboratively with multidisciplinary teams and external contractors.
- Knowledge of public sector procurement, governance, and project management practices.
- Understanding of Health & Safety legislation and compliance requirements.
