Substation Project Engineer (Remote)

Duration: 12 Month W2 Contract

Pay Rate: $38.00 – $42.00/hr (W2)

Position Summary

Our client, a leading U.S. utility company, is seeking an Engineer – Substation to join its Engineering & Construction Business Unit on a 12-month W2 contract. This is a fully remote position supporting a team based in Juno Beach, FL, working standard East Coast (EST) business hours. The role owns assigned substation projects from conception (Early Stage) through construction and commissioning (Execution), working closely with development, supply chain, transmission, estimating, and external engineers of record. Some travel is required within North America.

Essential Functions and Responsibilities

• All assigned substation projects from conception (Early Stage) through construction and commissioning (Execution).
• In the conceptual phase, you will work with the Early-Stage Project Manager to support the engineering requirements and scope with the Development Group.
• Training, due diligence, and technical oversight of external engineers of record (EOR) for all assigned substation projects to ensure compliance with required generation interconnection agreements, scope of work documents, project specifications, site specific design requirements, IEEE, NESC, ASCE and all other applicable industry codes and standards.
• Securing engineering consulting resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through the client's Integrated Supply Chain (ISC) Group.
• Coordinate with other project stakeholders to develop and secure a substation site, support any engineering updates, data and permits necessary to design and build the substation.
• Competitively source, select and contract geotechnical, survey, engineering, and construction services, and support the E&C Cost Estimating Team with scope assumptions.
• Coordination with other groups to ensure that the assigned E&C substation projects are successful. Generally responsible for representing E&C's internal and external interests on assigned projects, including presentations/briefings on current progress, issues, and risk mitigation in meetings with various levels of management.
• Support Transmission Services during review of interconnection documentation including system impact studies, facility studies, reactive and harmonic studies and Interconnection agreements, and ensure that Transmission Owner requirements and E&C engineering design are consistent and in compliance with all ISO requirements and incorporated into the project design. Must be able to work with and communicate often with the respective transmission owners/operators/ISOs to ensure project deliverables will meet specific off-taker requirements and are timely and accurate.
• Manage all project long lead major material orders to minimize risk of delays or exceeding the project budget. Assist ISC with all substation project SOW creation, review, approval, and preparation of shopping carts for engineering services and materials in a timely manner.
• Support E&C Estimating with template updates via project feedback, technical support, and scope modifications.
• Work collaboratively with project engineering resources in various disciplines to determine project priorities, work plans and lines of demarcation.
• Ensure projects are efficiently, cost effectively and safely implemented in accordance with department processes, procedures, industry standards and policies.
• Support assigned project commissioning activities to meet corporate objectives.
• Support Legal in any regulatory filings, depositions and/or hearings.
• Collaborate with component OEMs to enhance/adapt their designs to better integrate with the client's philosophies.

Education/Experience

• Bachelor's degree in Engineering is preferred.
• 5+ years of experience in substation design and engineering of High Voltage substation projects is highly preferred.
• Project Engineering and/or Project Management experience, ideally on substation or interconnection projects from the owner or EPC side.
• PMP and/or P.E. in a related discipline is a plus.

Knowledge/Skills

• Full-lifecycle project ownership, from early-stage scoping through construction and commissioning.
• Scope of work development and procurement – writing SOWs, issuing bids, evaluating proposals, and awarding work through a supply chain group.
• Long-lead material, schedule, and budget management, including scope assumptions and feedback for cost estimating.
• Risk identification and mitigation, with the ability to surface issues early and brief various levels of management.
• Vendor and consultant oversight – managing external engineers of record to specifications, codes, and standards.
• Permitting and site development coordination with internal and external stakeholders.
• Strong stakeholder management and cross-functional collaboration across development, supply chain, estimating, transmission, legal, OEM, and multi-discipline engineering groups.
• Clear, frequent communication with transmission owners, operators, and ISOs, plus the negotiation and influencing skills to represent E&C's interests.
• Strong bias for action – driving decisions and keeping projects moving.
• High-voltage substation fundamentals and working knowledge of IEEE, NESC, ASCE, and other applicable codes and standards.
• Interconnection process literacy – reading system impact studies, facility studies, reactive/harmonic studies, and interconnection agreements, and understanding ISO/Transmission Owner requirements.
• Commissioning and regulatory support, including assisting Legal with filings, depositions, and hearings.
• Some travel required within North America.
