Purpose of the role

Manages the project procurement topics, is the interface/SPOC for the local CT/CO project team on procurement related topics for services, products and materials and coordinates with XP, BG Procurement and central functions of market in alignment with the Category Strategy provided by the CM’s.

Main Responsibilities
 

• Serve as the procurement main interface on related matters and procedures.
• Accountable and responsible for all project procurement activities towards CT- and project requirements from bid phase until project closing.
• Responsible for locally managed category (like NI Services, NPO Services, MS Services, Parts of NI Materials).
• Analyses supply market, anticipates changes and drives associated procurement activities.
• Evaluates contracts (with support of the L&C) and suppliers. Makes final supplier base decisions with relevant stakeholders.
• Supplier selection, negotiations and contracting for the agreed category areas, in agreement with the relevant CPM & CSM.
• Ensures that procurement activities are aligned with relevant stakeholders.
• Ensures compliance with all relevant regulatory and legal requirements, including SOX and procurement policies.
• Ensures products and services are purchased in the most cost- and time-efficient manner, implements purchasing best practices.
• Provides input to category management and ensures category & supplier strategy implementation in the project(s).
• Creates and maintains Country Procurement Plans if required (if acting as CPM)
• Creates and maintains Project Procurement Plans.
• Analyses spend and takes/proposes appropriate corrective actions.
• Procurement KPI Performance Management within own area of responsibility.
• Execution of the SBM process (from screening to onboarding and lifecycle management) for local/market suppliers.
• Is the supplier manager for local suppliers.
• Maintains strategic relationships (SRM) with project suppliers.
• Case management and facilitation with IP categories.
• Mediation and dispute handling between project suppliers and stakeholders.
• Supporting and coaching the pooled PPMs for a fast engagement and during the rollout
   
• Experienced professional with a minimum of 5 years of relevant procurement and/or logistics experience
