Position Overview
The Fulfilment Manager is responsible for leading the successful execution of engineering projects from initiation through to completion and handover.
This role plays a critical part in driving operational excellence, project profitability, regulatory compliance, and sustainable business growth.
Key Responsibilities
Team Leadership & Operational Management
· Directly manage and mentor a team of technical professionals, including Control Engineers responsible for programming/system logic and Project Engineers managing site progress and execution.
· Allocate resources effectively across multiple ongoing projects to maintain high utilization rates and ensure optimal team productivity.
· Serve as the primary escalation point for complex technical or operational bottlenecks during project deployment.
Financial Control & Revenue Management
· Take full ownership of the project Profit & Loss (P&L), implementing strategies to optimize costs and maximize margins.
· Conduct accurate monthly and quarterly revenue forecasting for the department based on project milestones and execution progress.
· Monitor cash flow and ensure billing milestones are achieved and processed efficiently.
· Identify design, commercial and execution risks early to prevent delays and cost overruns.
Procurement & Subcontractor Ecosystem
· Identify, evaluate, and onboard reliable subcontractors and suppliers for specialized project requirements (e.g., electrical works, mechanical piping, specialized BMS hardware).
· Oversee the procurement lifecycle: review and raise Purchase Requisitions (PRs) to ensure alignment with project budgets.
· Review, verify, and process subcontractor and supplier claims in a timely manner, ensuring all work meets quality standards before payment release.
Project Delivery, Compliance & Energy Optimization
· Ensure all projects comply with local engineering standards, safety regulations, and contractual obligations.
· Facilitate seamless coordination between the sales team, engineering team, and external vendors to ensure the original design intent (such as chilled water system optimization or control strategies) is flawlessly executed on site.
· Leverage energy management principles to ensure deployed systems meet or exceed efficiency targets, aligning with national standards like the EECA 2024.
· Ensure compliance with relevant standards (ASME, SMACNA & IEC) for ACMV project installation, testing and commissioning.
Key Requirements
Qualifications & Experience
- Bachelor’s degree in Mechanical, Electrical, Mechatronics, or Control Engineering.
- Registration as a Graduate Engineer or Professional Engineer with the Board of Engineers Malaysia is highly advantageous.
- PMI PMP (Project Management Professional) active certification demonstrating global standards in project execution and risk management.
- Registered Energy Manager (REM) Type 1 or Type 2 certification under Suruhanjaya Tenaga (Energy Commission).
- Minimum 7–10 years of experience in project management or engineering fulfilment, specifically within the HVAC, Building Automation (BAS), or Energy Services sectors.
- Proven track record of managing cross-functional teams of engineers and technical staff.
- Demonstrated experience managing project P&L, budget forecasting, and complex procurement workflows.
- Possess practical knowledge of ACMV equipment installation, operation and troubleshooting.
- Possess general Malaysian construction contract knowledge, including PAM, PWD and IEM contracts, as well as claims, variation orders, EOT, LAD and defects liability.
Technical / Functional Expertise
- Strong knowledge of HVAC, Building Automation Systems (BAS), and Energy Services projects.
- Experience in project financial management, revenue forecasting, budgeting, and cash flow monitoring.
- Expertise in procurement lifecycle management, including Purchase Requisitions (PRs), supplier onboarding, and subcontractor administration.
- Knowledge of specialized BMS hardware, electrical works, and mechanical piping systems.
- Familiarity with energy efficiency and thermal optimisation requirements under EECA 2024.
- Understanding of chilled water system optimisation and control strategy deployment.
- Proficiency in project management software and financial tracking tools.
- Working knowledge of ASME, SMACNA and IEC standards for ACMV project installation, testing and commissioning.
