Position Summary
The Grants Procurement Specialist serves as the primary procurement lead for grant-funded initiatives, ensuring all procurement activities comply with applicable federal, state, and agency requirements. This role partners closely with program leadership, finance teams, and the Chief Procurement Officer (CPO) to develop procurement strategies that support grant objectives, maintain audit readiness, and mitigate risk.
Key Responsibilities

Manage all grant-funded procurements and contracts from initiation through closeout.

Serve as the primary procurement point of contact for assigned grants.

Attend planning, stakeholder, and project management meetings.

Develop, issue, evaluate, award, and administer solicitations, including RFPs, RFQs, RFGAs, and Task Orders.

Create and manage Intergovernmental Service Agreements (ISAs) with the Governor’s Office, ADHS, and ADES related to grant activities.

Ensure procurement activities align with grant requirements and applicable procurement regulations.

Maintain complete and accurate documentation to support compliance and audit readiness.

Identify and mitigate procurement risks while supporting program objectives.

Collaborate with program leadership, finance teams, and the CPO to ensure procurement strategies align with agency goals and regulatory expectations.
Required Qualifications

Minimum of five (5) years of procurement experience.

Experience with state or government procurement processes strongly preferred.

Experience managing grant-funded contracts and procurements.

Project management experience with the ability to manage multiple priorities and deadlines.

Knowledge of procurement regulations, contract administration, and compliance requirements.

Strong organizational, communication, and stakeholder management skills.

Proficiency with Microsoft Office Suite and procurement systems.
Preferred Qualifications

Experience working with federal or state grant programs.

Familiarity with audit preparation and documentation requirements.

Knowledge of intergovernmental agreements and public sector contracting processes.
