Redpath Partners is exclusively partnering with the team at Walker Corporation who is looking for an experienced Pre-Construction Manager to join the Melbourne team.
In this role you will lead the design development, coordination, and procurement phases of major development projects. The role will be responsible for managing consultant teams, driving design outcomes, overseeing tender processes, and ensuring projects are fully coordinated, commercially assessed, and ready for successful delivery.
Working closely with Development Managers, Project Managers, external consultants, and construction partners, the Pre-Construction Manager will play a pivotal role in translating project vision into construction-ready documentation while maintaining programme, budget, quality, and risk objectives.

Design Management & Coordination
In this role you will lead the design development, coordination, and procurement phases of major development projects. The role will be responsible for managing consultant teams, driving design outcomes, overseeing tender processes, and ensuring projects are fully coordinated, commercially assessed, and ready for successful delivery.
Working closely with Development Managers, Project Managers, external consultants, and construction partners, the Pre-Construction Manager will play a pivotal role in translating project vision into construction-ready documentation while maintaining programme, budget, quality, and risk objectives.
Key Responsibilities
Design Management & Coordination
- Lead and coordinate multidisciplinary consultant teams including architects, structural, services, landscape, and specialist consultants.
- Manage the design development process from concept through to construction documentation.
- Ensure all design documentation is coordinated, complete, buildable, and aligned with project objectives.
- Facilitate regular design workshops and coordination meetings to resolve technical issues and design conflicts.
- Review design deliverables to identify opportunities for value engineering, programme improvements, and construction efficiencies.
- Drive consultant performance to ensure delivery of quality documentation within agreed timeframes.
- Coordinate authority requirements, planning conditions, and statutory approvals into the design process.
- Work collaboratively with internal stakeholders to ensure commercial, operational, sustainability, and customer requirements are incorporated into project designs.
- Develop and implement project procurement and tendering strategies.
- Prepare and manage consultant and contractor tender packages.
- Coordinate tender submissions, clarifications, interviews, and evaluation processes.
- Conduct detailed reviews of contractor pricing, qualifications, exclusions, assumptions, and programme commitments.
- Benchmark tender returns against budgets, market conditions, and project expectations.
- Lead commercial negotiations with preferred contractors and consultants.
- Prepare tender recommendation reports and procurement approvals for executive review.
- Identify and assess project risks arising from tender submissions and procurement strategies.
- Ensure contract scopes accurately reflect project requirements and design intent.
- Work closely with quantity surveyors and cost consultants to maintain project budgets throughout design development.
- Lead value management workshops to optimise cost, programme, and design outcomes.
- Review design changes and assess cost implications prior to approval.
- Monitor market trends and procurement risks that may impact project viability.
- Build strong relationships with consultants, contractors, authorities, and internal project teams.
- Provide clear and concise reporting on design progress, procurement activities, risks, and commercial outcomes.
- Support Development Managers in achieving project objectives and key delivery milestones.
- Degree qualification in Construction Management, Architecture, Engineering, Quantity Surveying, Property Development, or a related discipline.
- Minimum 8 years' experience in pre-construction, project management, design management, or development delivery roles.
- Demonstrated experience managing complex consultant teams and coordinating large-scale project designs.
- Strong understanding of procurement, tendering, contract administration, and commercial evaluation processes.
- Ability to critically review technical documentation and identify design, cost, and programme risks.
- Strong commercial acumen and analytical skills.
- Excellent communication, negotiation, and stakeholder management capabilities.
- Experience working for a property developer, Tier 2 contractor, or major consultancy.
- Experience delivering commercial or residential.
- Strong knowledge of Australian construction contracts, planning processes, and building regulations.
- Timely delivery of coordinated and construction-ready design documentation.
- Successful management of consultant teams and stakeholder expectations.
- Achievement of project budget objectives through effective tender review and value engineering.
- Procurement of suitably qualified contractors and consultants on competitive commercial terms.
- Identification and mitigation of design, procurement, and delivery risks before construction commencement.
